15-To amend the District of Columbia Revenue Act of 1937 to authorize the Mayor to design and
16-issue motor vehicle identification tags with a design, identifying words, or emblem that
17-demonstrates support for the Washington Wizards basketball team, and to make
18-conforming amendments.
19-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20-act may be cited as the “Washington Wizards Motor Vehicle Identification Tags Amendment Act
21-of 2023”.

23-Sec. 2. Title IV of the District of Columbia Revenue Act of 1937, approved August 17,
24-1937 (50 Stat. 679; D.C. Official Code § 50-1501.01 et seq.), is amended as follows:
25-(a) A new section 2m is added to read as follows:
26-“Sec. 2m. Issuance of Washington Wizards motor vehicle identification tags.
27-“(a) The Mayor may design and make available for issue one or more Washington
28-Wizards motor vehicle identification tags to demonstrate support for the Washington Wizards
29-basketball team.
30-“(b)(l) A resident ordering a Washington Wizards tag shall pay a one-time application fee
31-and a display fee each year thereafter. The application fee shall be $25, and the display fee shall
32-be $20, or such other amounts as the Mayor may establish by rule.
33-“(2) The application and annual display fees shall be deposited into the General
34-Fund of the District of Columbia.”.
35-(b) Section 3 (D.C. Official Code§ 50-1501.03) is amended as follows:
36-(1) Subsection (a)(1) is amended by adding a new subparagraph (Q) to read as
37-follows:
38-“(Q) Any person ordering a Washington Wizards identification tag shall
39-pay the fees set forth in section 2m(b)(1).”.
40-(2) Subsection (d) is amended as follows:
41- (A) Paragraph (13) is amended by striking the phrase “; and” and inserting
42-a semicolon in its place.
43-(B) Paragraph (14) is amended by striking the period and inserting the

53-Sec. 3. Fiscal impact statement.
54-The Council adopts the fiscal impact statement in the committee report as the fiscal
55-impact statement required by section 4a of the General Legislative Procedures Act of 1975,
56-approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § l-301.47a).

58-Sec. 4. Effective date.
59-This act shall take effect following approval by the Mayor (or in the event of veto by the
60-Mayor, action by the Council to override the veto), a 30-day period of congressional review as
61-provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
62-24, 1973 (87 Stat. 813; D.C. Official Code § l-206.02(c)(l)), and publication in the District of
63-Columbia Register.
