To amend the District of Columbia Revenue Act of 1937 to authorize the Mayor to design and 9
issue motor vehicle identification tags with a design, identifying words, or emblem that 10
demonstrates support for the Washington Wizards basketball team, and to make 11
conforming amendments. 12
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 13
act may be cited as the “Washington Wizards Motor Vehicle Identification Tags Amendment Act 14
of 2023”. 15
Sec. 2. Title IV of the District of Columbia Revenue Act of 1937, approved August 17, 16
1937 (50 Stat. 679; D.C. Official Code § 50-1501.01 et seq.), is amended as follows: 17
(a) A new section 2m is added to read as follows: 18
“Sec. 2m. Issuance of Washington Wizards motor vehicle identification tags. 19
“(a) The Mayor may design and make available for issue one or more Washington 20
Wizards motor vehicle identification tags to demonstrate support for the Washington Wizards 21
basketball team. 22
“(b)(l) A resident ordering a Washington Wizards tag shall pay a one-time application fee 23
and a display fee each year thereafter. The application fee shall be $25, and the display fee shall 24
be $20, or such other amounts as the Mayor may establish by rule. 25 ENGROSSED ORIGINAL

“(2) The application and annual display fees shall be deposited into the General 26
Fund of the District of Columbia.”. 27
(b) Section 3 (D.C. Official Code§ 50-1501.03) is amended as follows: 28
(1) Subsection (a)(1) is amended by adding a new subparagraph (Q) to read as 29
follows: 30
“(Q) Any person ordering a Washington Wizards identification tag shall 31
pay the fees set forth in section 2m(b)(1).”. 32
(2) Subsection (d) is amended as follows: 33
(A) Paragraph (13) is amended by striking the phrase “; and” and inserting 34
a semicolon in its place. 35
(B) Paragraph (14) is amended by striking the period and inserting the 36
phrase “; and” in its place. 37
(C) A new paragraph (15) is added to read as follows: 38
“(15) The fees collected for the Washington Wizard identification tags under 39
section 2m shall be deposited into the General Fund of the District of Columbia.”. 40
Sec. 3. Fiscal impact statement. 41
The Council adopts the fiscal impact statement in the committee report as the fiscal 42
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 43
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § l-301.47a). 44

This act shall take effect following approval by the Mayor (or in the event of veto by the 46
Mayor, action by the Council to override the veto), a 30-day period of congressional review as 47
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 48
24, 1973 (87 Stat. 813; D.C. Official Code § l-206.02(c)(l)), and publication in the District of 49
Columbia Register. 50
