17-To designate Swann Street, NW, between 14th Street, NW, and 19th Street, NW, as Swann
18-Street in honor of William Dorsey Swann.
19-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
20-act may be cited as the “William Dorsey Swann Street Designation Act of 2023”.

22-Sec. 2. Pursuant to section 401, and notwithstanding section 421, of the Street and Alley
23-Closing and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-201;
24-D.C. Official Code §§ 9-204.01 and 9-204.21), the Council designates Swann Street, NW,
25-between 14th Street, NW, and 19th Street, NW, as “Swann Street” in honor of William Dorsey
26-Swann.

28-Sec. 3. The Department of Parks and Recreation shall erect interpretive signage at the
29-northern angle of Reservation 144 commemorating William Dorsey Swann and the redesignation
30-contained in this act. Such signage shall be designed in consultation with the Advisory
31-Neighborhood Commission 2B.

33- Sec. 4. Applicability.
34- (a) Section 3 of this act shall apply upon the date of inclusion of its fiscal effect in an
35-approved budget and financial plan.
36- (b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in
37-an approved budget and financial plan and provide notice to the Budget Director of the Council
38-of the certification.
39- (c)(1) The Budget Director shall cause the notice of the certification to be published in
40-the District of Columbia Register.
41- (2) The date of publication of the notice of the certification shall not affect the
42-applicability of this act.

52-Sec. 5. Fiscal impact statement.
53- The Council adopts the fiscal impact statement in the committee report as the fiscal
54-impact statement required by section 4a of the General Legislative Procedures Act of 1975,
55-approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

57- Sec. 6. Effective date.
58- This act shall take effect following approval by the Mayor (or in the event of veto by the
59-Mayor, action by the Council to override the veto), a 30-day period of congressional review as
60-provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
61-24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
62-Columbia Register.
