17-To amend the Department of General Services Establishment Act of 2011 to require that the
18-Department of General Services’ Facilities Management Division ensure that the District
19-of Columbia Public Schools’ school-based staff receive annual training in how to use the
20-Department of General Services’ Computerized Maintenance Management System,
21-provide District of Columbia Public Schools staff with automatic email notifications
22-regarding status changes of work order requests in their facilities, and maintain an online
23-mechanism for school-based staff to provide feedback on completed work order requests
24-within 14 calendar days or for the completed request to be reviewed by a Department of
25-General Services representative before being closed.

27-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
28-act may be cited as the “Work Order Integrity Amendment Act of 2023”.

30- Sec. 2. The Department of General Services Establishment Act of 2011, effective
31-September 14, 2011 (D.C. Law 19-21; D.C. Official Code § 10-551.01 et seq.), is amended as
32-follows:
33-(a) Section 1023(4) (D.C. Official Code § 10-551.02(4)) is amended as follows:
34-(1) Subparagraph (B) is amended by striking the phrase “; and” and inserting a
35-semicolon in its place.
36-(2) Subparagraph (C) is amended by striking the semicolon and inserting the
37-phrase “; and” in its place.
38-(3) A new subparagraph (D) is added to read as follows:
39- “(D) Providing the services to DCPS facilities outlined in section 1028f;”.
40-(b) A new section 1028f is added to read as follows:
41-“Sec. 1028f. DCPS facilities work order requests.
42-“(a) The Department’s Facilities Management Division shall:
43-“(1) Provide relevant DCPS school-based staff with training at least annually in

51-“(2) Ensure that relevant DCPS school-based staff receive automatic email
52-notifications from CMMS regarding status changes for work order requests at the DCPS facility;
53-and
54-“(3)(A) Create a mechanism to collect feedback from relevant DCPS school-
55-based staff on whether a work order request has been completed to the DCPS facility’s
56-satisfaction, which shall remain open for feedback for at least 14 calendar days from the date a
57-work order request is deemed completed by the Department.
58-“(B)(i) If the relevant DCPS school-based staff’s feedback affirms that the
59-work has been completed to their satisfaction, the Department may close the work order.
60-“(ii) If the relevant DCPS school-based staff indicates that the
61-work has not been completed satisfactorily, the work order shall remain open and shall be timely
62-re-completed by the Department to the relevant DCPS school-based staff’s satisfaction.
63-“(iii) If the DCPS school-based staff fails to provide feedback
64-within the 14-calendar-day timeframe, is physically unable to review the work, or believes that
65-they lack sufficient training to assess the work, a Department representative shall verify that the
66-work order has been completed based on a review of available evidence before closing the work
67-order request.
68-“(C) The Department shall keep records on the usage of the mechanism
69-established by this paragraph and the number of instances in which a Department representative
70-verified completed work.
71- “(b) For purposes of this section, the term:
72- “(1) “CMMS” means the Department’s Computerized Maintenance Management
73-System.
74-“(2) “DCPS” means the District of Columbia Public Schools.
75-“(3) “Relevant DCPS school-based staff” means the principal, building foreman,
76-or other school staff member designated by the principal of a District of Columbia Public
77-Schools facility.”.

79-Sec. 3. Fiscal impact statement.
80-The Council adopts the fiscal impact statement in the committee report as the fiscal
81-impact statement required by section 4a of the General Legislative Procedures Act of 1975,
82-approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

84-Sec. 4. Effective date.
85-This act shall take effect following approval by the Mayor (or in the event of veto by the
86-Mayor, action by the Council to override the veto), a 30-day period of congressional review as
87-provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
