ENGROSSED ORIGINAL 1 A BILL 1 2 25-469 3 4 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 5 6 ____________________ 7 8 9 To amend the Procurement Practices Reform Act of 2010 to decrease the threshold cost for a 10 construction project requiring the use of project labor agreement from $75 million to $50 11 million. 12 13 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 14 act may be cited as the “Revised Project Labor Agreement Cost Threshold Amendment Act of 15 2024”. 16 Sec. 2. Section 606(a)(3) of the Procurement Practices Reform Act of 2010, effective 17 October 8, 2016 (D.C. Law 21-158; D.C. Official Code § 2-356.06(a)(3)), is amended to read as 18 follows: 19 “(3) The total construction costs, not including planning or ongoing operations 20 and maintenance, of the contract is anticipated to be $50 million or more.” 21 Sec. 3. Applicability 22 (a) This act shall apply upon the date of inclusion of its fiscal effect in an approved 23 budget and financial plan. 24 (b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in 25 an approved budget and financial plan, and provide notice to the Budget Director of the Council 26 ENGROSSED ORIGINAL 2 of the certification. 27 (c)(1) The Budget Director shall cause the notice of the certification to be published in 28 the District of Columbia Register. 29 (2) The date of publication of the notice of the certification shall not affect the 30 applicability of this act. 31 Sec. 4. Fiscal impact statement. 32 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 33 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 34 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 35 Sec. 5. Effective date. 36 This act shall take effect following approval by the Mayor (or in the event of veto by the 37 Mayor, action by the Council to override the veto) and a 30-day period of congressional review 38 as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 39 24, 1973 (87 Stat. 813; D.C. Official Code § 1). 40
