17-To amend the Procurement Practices Reform Act of 2010 to decrease the threshold cost for a
18-construction project requiring the use of project labor agreement from $75 million to $50
19-million projects first included in the capital improvement plan (CIP) proposed for Fiscal
20-Year 2026-2032 and for any period thereafter, and to require a project labor agreement to
21-outline a plan on how expenditures will support the support the District’s Certified
22-Business Enterprise and Equity Impact Enterprises and an outline of a plan that details
23-efforts and commitments to conduct outreach and recruitment for employment and
24-apprenticeship positions on the construction project for minority group members,
25-members of disadvantaged communities, and women.

27-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
28-act may be cited as the “Revised Project Labor Agreement Cost Threshold Amendment Act of
29-2024”.

31- Sec. 2. Section 606 of the Procurement Practices Reform Act of 2010, effective October
32-8, 2016 (D.C. Law 21-158; D.C. Official Code § 2-356.06), is amended to read as follows:
33- (a) Subsection (a)(3) is amended to read as follows:
34- “(3) The total construction costs, not including planning or ongoing operations
35-and maintenance, of the contract is anticipated to be:
36- “(A) $75 million or more; or
37- “(B) $50 million or more for projects first included in the capital
38-improvement plan (CIP) proposed for Fiscal Year 2026-2032 and for any period thereafter.”.
39- (b) Subsection (b) is amended as follows:
40- (1) Paragraph (4) is amended by striking the word “and” at the end.
41- (2) Paragraph (5) is amended by striking the period and adding a semicolon in its
42-place.
43- (3) New paragraphs (6) and (7) are added to read as follows:
44- “(6) Outline a plan that details how expenditures of the construction project will
45-support the District’s Certified Business Enterprise and Equity Impact Enterprises; and

21+BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 14
22+act may be cited as the “Revised Project Labor Agreement Cost Threshold Amendment Act of 15

24+ Sec. 2. Section 606(a)(3) of the Procurement Practices Reform Act of 2010, effective 17
25+October 8, 2016 (D.C. Law 21-158; D.C. Official Code § 2-356.06(a)(3)), is amended to read as 18
26+follows: 19

29+Sec. 3. Applicability 22
30+(a) This act shall apply upon the date of inclusion of its fiscal effect in an approved 23
31+budget and financial plan. 24
32+(b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in 25

56- Sec. 4. Fiscal impact statement.
57- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
58-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
59-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

61- Sec. 5. Effective date.
62-This act shall take effect following approval by the Mayor (or in the event of veto by the
63-Mayor, action by the Council to override the veto) and a 30-day period of congressional review
64-as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
65-24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)).
