16-To specify, on an emergency basis, that a new Office of Independent Juvenile Justice Facilities
17-Oversight shall be established upon the sunset of the operations of the current Office of
18-Independent Juvenile Justice Facilities Oversight.
19-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
20-act may be cited as the “Office of Independent Juvenile Justice Facilities Oversight
21-Establishment Emergency Act of 2023”.
22-Sec. 2. (a) Upon the sunset of the operations of the Office of Independent Juvenile Justice
23-Facilities Oversight (“predecessor Office”) pursuant to section VIII of Mayor’s Order 2020-115
24-issued November 13, 2020 (67 DCR 13813), or a succeeding Mayor’s Order, there shall be
25-established a new Office of Independent Juvenile Justice Facilities Oversight (“successor
26-Office”) in the executive branch of the District of Columbia government.
27-(b) All personnel, records, property, duties, structure, authorities and powers, dispute
28-resolution procedures, confidentiality and anti-retaliation procedures, and funding and
29-organization assigned to the predecessor Office pursuant to sections I, II, III, IV, V, VI, and VII
30-of Mayor’s Order 2020-115, shall be transferred to the successor Office.
31-(c) Notice of any request to reprogram successor Office funds made by the Executive to
32-the Chief Financial Officer shall be provided by the Chief Financial Officer to all Councilmembers
33-within 24 hours after the reprogramming is requested, regardless of the amount of funds intended
34-to be reprogrammed.

36- Sec. 3. Fiscal impact statement.
37- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
38-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
39-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1 301.47a).

41- Sec. 4. Effective date.
42- This act shall take effect following approval by the Mayor (or in the event of veto by the
43-Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
44-90 days, as provided for emergency acts of the Council of the District of Columbia in section
45-412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;

26+BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this 24
27+ act may be cited as the “Office of Independent Juvenile Justice Facilities Oversight 25
28+Establishment Emergency Act of 2023"”. 26
29+Sec. 2. (a) There is established, in the Executive Branch of the District of Columbia 27
30+Government, the Office of Independent Juvenile Justice Facilities Oversight (“Office”). 28
31+(b)Notwithstanding Section VIII of Mayor’s Order 2020-115, or any subsequent 29
32+Mayor’s order or regulation or repeal, the Office of Independent Juvenile Justice Facilities shall 30
33+remain open and operate in accordance with sections I, II, III, IV, V, VI, and VII of Mayoral 31
34+Order 2020-115 until October 1, 2024. 32
