1717 To amend the District of Columbia Comprehensive Merit Personnel Act of 1978 and § 28-2701 14
1818 of the District of Columbia Official Code to make Eid al-Fitr a legal holiday. 15

2020 BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 17
2121 act may be cited as the “Eid al-Fitr Day Amendment Act of 2024”. 18
2222 Section 2. § 1202(a) of the District of Columbia Government Comprehensive Merit 19
2323 Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C. Official Code § 1-20
2424 612.02(a)), is amended by adding a new paragraph (12) to read as follows: 21
2525 “(12) Eid al-Fitr, on the first day of Shawwal, the month following Ramadan, according 22
2626 to the Islamic lunar calendar;”. 23
2727 Section 3. § 28-2701 of the District of Columbia Official Code is amended by striking the phrase 24
2828 “April 16; Memorial Day, the last Monday in May;” and inserting the phrase “April 16; Eid al-Fitr, the 25
2929 first day of Shawwal, the month following Ramadan, according to the Islamic lunar calendar; Memorial 26
3030 Day, the last Monday in May;” in its place. 27

3333 The Council adopts the fiscal impact statement in the committee report as the fiscal 30
3434 impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, 31
3535 approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)). 32

3939 This act shall take effect following approval by the Mayor (or in the event of veto by the 34
4040 Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 35
4141 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 36
4242 24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of 37
4343 Columbia Register. 38
