1 ______________________________ 1 Councilmember Trayon White, Sr. 2 3 4 A BILL 5 6 ___________ 7 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 ________________________ 12 13 To amend the District of Columbia Comprehensive Merit Personnel Act of 1978 and § 28-2701 14 of the District of Columbia Official Code to make Eid al-Fitr a legal holiday. 15 16 BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 17 act may be cited as the “Eid al-Fitr Day Amendment Act of 2024”. 18 Section 2. § 1202(a) of the District of Columbia Government Comprehensive Merit 19 Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C. Official Code § 1-20 612.02(a)), is amended by adding a new paragraph (12) to read as follows: 21 “(12) Eid al-Fitr, on the first day of Shawwal, the month following Ramadan, according 22 to the Islamic lunar calendar;”. 23 Section 3. § 28-2701 of the District of Columbia Official Code is amended by striking the phrase 24 “April 16; Memorial Day, the last Monday in May;” and inserting the phrase “April 16; Eid al-Fitr, the 25 first day of Shawwal, the month following Ramadan, according to the Islamic lunar calendar; Memorial 26 Day, the last Monday in May;” in its place. 27 Section 4. Fiscal impact statement. 28 29 The Council adopts the fiscal impact statement in the committee report as the fiscal 30 impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, 31 approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)). 32 Section 5. Effective date. 33 2 This act shall take effect following approval by the Mayor (or in the event of veto by the 34 Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 35 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 36 24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of 37 Columbia Register. 38
