18- WHEREAS, Parker’s killing in Ward 5’s Ivy City community is thought to be the first
19-murder of a transgender person in the United States in 2023;

21- WHEREAS, analyses suggest that seventy-five percent of violence against trans persons
22-from 2015 – 2020 were Black tr ansgender women;
23-
24-WHEREAS, Parker’s family and friends saw her as a beautiful soul, and a woman with
25-so much talent and style;

27- WHEREAS, Parker faced harassment and discrimination with employment and housing,
28-like so many others in the transgender community;

30- WHEREAS, Parker’s family and friends and members of the LGBTQ+ community have
31-called on MPD to bring justice for her murder;
32- WHEREAS, longtime DC transgender activist Earline Budd reflected, “Star was a joyful
33-energetic individual, always willing to listen. She laughed and made you laugh.”;
34- WHEREAS, the District has convened an emergency violence prevention and response
35-team to assist in brining justice in this case; a nd

37-WHEREAS, the DC Council affirms that all Washingtonians, regardless of identity or
38-background, are entitled to live free from harassment and harm.
39- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
40-resolution may be cited as the “Jasmine Star Parker Memorial Recognition Resolution of 2023”. ENROLLED ORIGINAL

45-forms of hate and violence directed towards members of the LGBTQ+ community, particularly
