ENROLLED ORIGINAL 1 A CEREMONAL RESOLUTION 25-8 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA February 6, 2023 To recognize and honor the life and legacy of Jasmine “Star” Parker who was tragically murdered on January 7 th , 2023. WHEREAS, Parker’s killing in Ward 5’s Ivy City community is thought to be the first murder of a transgender person in the United States in 2023; WHEREAS, analyses suggest that seventy-five percent of violence against trans persons from 2015 – 2020 were Black tr ansgender women; WHEREAS, Parker’s family and friends saw her as a beautiful soul, and a woman with so much talent and style; WHEREAS, Parker faced harassment and discrimination with employment and housing, like so many others in the transgender community; WHEREAS, Parker’s family and friends and members of the LGBTQ+ community have called on MPD to bring justice for her murder; WHEREAS, longtime DC transgender activist Earline Budd reflected, “Star was a joyful energetic individual, always willing to listen. She laughed and made you laugh.”; WHEREAS, the District has convened an emergency violence prevention and response team to assist in brining justice in this case; a nd WHEREAS, the DC Council affirms that all Washingtonians, regardless of identity or background, are entitled to live free from harassment and harm. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Jasmine Star Parker Memorial Recognition Resolution of 2023”. ENROLLED ORIGINAL 2 Sec. 2. The Council of the District of Columbia honors Jasmine Star Parker’s memory, joins with those privileged to have known her in mourning her untimely death, and condemns all forms of hate and violence directed towards members of the LGBTQ+ community, particularly Black trans women. Sec. 3. This resolution shall take effect immediately.
