White, Jr. 10 11 12 13 A CEREMONIAL RESOLUTION 14 __________ 15 16 17 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 18 19 ____________________ 20 21 22 To recognize the contributions that Dr. Carolyn B. Rudd has made within the District’s 23 business community and to honor Dr. Rudd’s time as Chair of the Board of Directors at the District 24 of Columbia Chamber of Commerce. 25 26 WHEREAS, Dr. Carolyn B. Rudd is a native of suburban Richmond, Virginia and received 27 her bachelor's and master’s degrees from Virginia State University; 28 29 WHEREAS, Dr. Carolyn B. Rudd earned a doctorate degree in higher education and a 30 minor in business before the age of 30 from the College of William and Mary, and is believed to 31 be the youngest African American to receive a doctorate from this institution; 32 33 WHEREAS, Dr. Carolyn B. Rudd is the founder, president, and CEO of CRP, Incorporated 34 (“CRP”), a Washington, DC-based, multi-faceted professional services and management 35 consulting firm established in 1988; 36 37 WHEREAS, CRP was recognized by the District of Columbia Chamber of Commerce as 38 its “2017 Small Business of the Year” for its leadership in federal contracting in the District; 39 40 WHEREAS, in 2018, CRP was named one of the top 100 minority businesses in the DC 41 metropolitan area; 42 43 WHEREAS, Dr. Carolyn B. Rudd was director of a Jobs Corps Advanced Career Training 44 Program, funded by the U.S. Department of Labor, and later a faculty member in the School of 45 Business at Virginia State University; 46 47 WHEREAS, Dr. Carolyn B. Rudd was Director of Alumni Affairs at Bowie State 48 University and Executive Director of the Bowie State University Foundation; 49 50 WHEREAS, Dr. Carolyn B. Rudd was Interim Director of the Office of Satellite 51 Communications at Howard University and Project Director of a HIV/AIDS project funded by the 52 Centers for Disease Control and Prevention; 53 54 WHEREAS, Dr. Carolyn B. Rudd has led CRP’s efforts as a charitable partner in the DC 55 community by making philanthropic contributions to Howard University’s Sickle Cell Center, 56 Howard University Hospital, the Urban Alliance, Bright Beginnings, Crittenton Services of 57 Greater Washington, Family Matters, the YWCA of Washington, DC, the Humanities Council of 58 Washington, DC, the POSSE Foundation, and the Washington Area Women’s Foundation; 59 60 WHEREAS, Dr. Carolyn B. Rudd was appointed by Mayor Muriel Bowser to serve as 61 Chair of the DC Commission for Women; 62 63 WHEREAS, Dr. Carolyn B. Rudd also served on the boards of Family Matters of Greater 64 Washington, the Religious Coalition for Reproductive Choice, and Leadership Greater 65 Washington; 66 67 WHEREAS, Dr. Carolyn B. Rudd served as Chair of the Board of Directors at the DC 68 Chamber of Commerce from 2021-2022; 69 70 WHEREAS, Dr. Carolyn B. Rudd is a life member of Delta Sigma Theta Sorority, 71 Incorporated; and 72 73 WHEREAS, Dr. Carolyn B. Rudd is married and lives in Upper Northwest DC. 74 75 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 76 resolution may be cited as the “Dr. Carolyn B. Rudd Recognition Resolution of 2023”. 77 78 Sec. 2. The Council of the District of Columbia recognizes and honors Dr. Carolyn B. Rudd 79 for her service and as Chair of the Board of Directors at the District of Columbia Chamber of 80 Commerce. 81 82 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 83 the District of Columbia Register. 84
