15-To recognize t he contributions that Dr. Carolyn B. Rudd has made within the District’s
16-business community and to honor Dr. Rudd’s time as Chair of the Board of Directors at the D istrict

19-WHEREAS, Dr. Carolyn B. Rudd is a native of suburban Richmond, Virginia and received
20-her bachelor's and master’s degrees from Virginia State University;

22-WHEREAS, Dr. Carolyn B. Rudd earned a doctorate degree in higher education and a
23-minor in business before the age of 30 from the College of William and Mary, and is believed to
24-be the youngest African American to receive a doctorate from this institution;

26-WHEREAS, Dr. Carolyn B. Rudd is the founder, president, and CEO of CRP, Incorporated
27-(“CRP”), a Washington, DC-based, multi-faceted professional services and management
28-consulting firm established in 1988;

30-WHEREAS, CRP was recognized by the District of Columbia Chamber of Commerce as
31-its “2017 Small Business of the Year” for its leadership in federal contracting in the District;

33-WHEREAS, in 2018, CRP was named one of the top 100 minority businesses in the DC
34-metropolitan area;

36-WHEREAS, Dr. Carolyn B. Rudd was director of a Jobs Corps Advanced Career Training
37-Program, funded by the U.S. Department of Labor, and later a faculty member in the School of
38-Business at Virginia State University;

40-WHEREAS, Dr. Carolyn B. Rudd was Director of A lumni Affairs at Bowie State
41-University and E xecutive D irector of the Bowie State University Foundation;

43-WHEREAS, Dr. Carolyn B. Rudd was Interim Director of the Office of Satellite
44-Communications at Howard University and P roject Director of a HIV/AIDS project funded by the

51-WHEREAS, Dr. Carolyn B. Rudd has led CRP’s efforts as a charitable partner in the DC
52-community by making philanthropic contributions to Howard University’s Sickle Cell Center,
53-Howard University Hospital, the Urban Alliance, Bright Beginnings, Crittenton Services of
54-Greater Washington, Family Matters, the YWCA of Washington, DC, the Humanities Council of
55-Washington, DC, the POSSE Foundation, and the Washington Area Women’s Foundation;

57-WHEREAS, Dr. Carolyn B. Rudd was appointed by Mayor Muriel Bowser to serve as
58-Chair of the DC Commission for Women;

60-WHEREAS, Dr. Carolyn B. Rudd also served on the boards of Family Matters of Greater
61-Washington, the Religious Coalition for Reproductive Choice, and Leadership Greater

64-WHEREAS, Dr. Carolyn B. Rudd served as Chair of the Board of Directors at the DC
65-Chamber of Commerce from 2021- 2022;

73-resolution may be cited as the “Dr. Carolyn B. Rudd Recognition Resolution of 2023”.
