IN THE COUNCIL OF THE DISTRICT OF COLUMBIA  
  
February 7, 2023 
  
 
To recognize t he contributions that Dr. Carolyn B. Rudd 	has made within the District’s 
business community 	and to honor Dr. Rudd’s time as Chair of the Board of Directors at the D	istrict 
of Columbia Chamber of Commerce. 
 
WHEREAS, Dr. Carolyn B. Rudd is a native of suburban Richmond, Virginia and received 
her bachelor's and master’s degrees from Virginia State University; 
 
WHEREAS, Dr. Carolyn B. Rudd earned a doctorate degree in higher education and a 
minor in business before the age of 30 from the College of William and Mary, and is believed to 
be the youngest African American to receive a doctorate from this institution; 
 
WHEREAS, Dr. Carolyn B. Rudd is the founder, president, and CEO of CRP, Incorporated 
(“CRP”), a Washington, DC-based, multi-faceted professional services and management 
consulting firm established in 1988; 
 
WHEREAS, CRP was recognized by 	the District of Columbia Chamber of Commerce as 
its “2017 Small Business of the Year” for its leadership in federal contracting in the District; 
 
WHEREAS, in 2018, CRP was named one of the top 100 minority businesses in the DC 
metropolitan area; 
 
WHEREAS, Dr. Carolyn B. Rudd was director of a Jobs Corps Advanced Career Training 
Program, funded by the U.S. Department of Labor, and later a faculty member in the School of 
Business at Virginia State University; 
 
WHEREAS, Dr. Carolyn B. Rudd was Director of A lumni Affairs at Bowie State 
University and E xecutive D irector of the Bowie State University Foundation;  
 
WHEREAS, Dr. Carolyn B. Rudd was Interim Director of the Office of Satellite 
Communications at Howard University and P	roject Director of a HIV/AIDS project funded by the 
Centers for Disease Control and Prevention;

WHEREAS, Dr. Carolyn B. Rudd has led CRP’s efforts as a charitable partner in the DC 
community by making philanthropic contributions to Howard University’s Sickle Cell Center,  
Howard University Hospital, the Urban Alliance, Bright Beginnings, Crittenton Services of 
Greater Washington, 	Family Matters, the YWCA of Washington, DC, the Humanities Council of 
Washington, DC, the POSSE Foundation, and the Washington Area Women’s Foundation; 
 
WHEREAS, Dr. Carolyn B. Rudd was appointed by Mayor Muriel Bowser to serve as 
Chair of the DC Commission for Women;  
 
WHEREAS, Dr. Carolyn B. Rudd also served on the boards of Family Matters of Greater 
Washington, the Religious Coalition for Reproductive Choice, and Leadership Greater 
Washington; 
 
WHEREAS, Dr. Carolyn B. Rudd served as Chair of the Board of Directors at the DC 
Chamber of Commerce from 2021-	2022; 
 
WHEREAS, Dr. Carolyn B. Rudd is a life member of Delta Sigma Theta Sorority, 
Incorporated; and 
 
WHEREAS, Dr. Carolyn B. Rudd is married and lives in Upper Northwest DC. 
 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T	hat this 
resolution may be cited as the “Dr. Carolyn B. Rudd Recognition Resolution of 2023”.  
 
Sec. 2. The Council of the District of Columbia recognizes and honors Dr. Carolyn B. Rudd 
for her service and as Chair of the Board of Directors at the District of Columbia Chamber of 
Commerce. 
 
Sec. 3. This resolution shall take effect immediately.
