14-To recognize and honor the contributions of Michael Locksley for his excellence and
15- commitment to coaching and mentorship in the sport of football.

17-WHEREAS, Michael Locksley is a native Washingtonian from Ward 8 and
18-graduate of Frank W. Ballou High School;
19-
20-WHEREAS, Mr. Locksley has served as the head football coach for the University
21-of Maryland since 2018, leading the Terrapins to their second straight bowl game this
22-season for the first time since 2008;
23-
24-WHEREAS, Mr. Locksley won the 2018 Broyles Award, which is awarded to the
25-nation’s best college football assistant, while serving as the offensive coordinator for the
26-University of Alabama after setting school records for points scored (684), single -season
27-total offense (7,830 yards) and passing yards (4,854) in a season;
28- WHEREAS, Mr. Locksley won the 2017 National Championship with the
29-University of Alabama as the wide receivers coach and served as offensive assistant
30-during the 2016 season;

32-WHEREAS, Mr. Locksley served as the offensive coordinator and quarterbacks
33-coach for the University of Maryland from 2012 to 2015 and as the interim head coach for
34-the final six games of the 2015 season;

36-WHEREAS, Mr. Locksley served as the head coach at the University of New
37-Mexico from 2009 to 2011 and served as the offensive coordinator at the University of
38-Illinois from 2005- 08;

40-WHEREAS, Mr. Locksley served as running backs coach and recruiting
41-coordinator for the University of Florida from 2003 to 2004 and served as running backs
42-coach (1997 to 2002) and recruiting coordinator (1998 to 2002) for the University of
43-Maryland;
44- WHEREAS, Mr. Locksley began his coaching career at his alma mater of Towson ENROLLED ORIGINAL

48-State University (now Towson University) in 1992, then moving on to Naval Academy
49-Preparatory School, the University of Pacific and the United States Military Academy;

51-WHEREAS, Mr. Locksley has been key to recruiting natives of the District and its
52-surrounding areas to every school he has coached, such as Stefon Diggs, Shawne
53-Merriman, Yannick Ngakoue, and Vernon Davis (Maryland), Trevon Diggs and Terrell
54-Lewis (Alabama), Vontae Davis, Nathan Bussey and Arrelious Benn (Illinois), and
55-Derrick Harvey (Florida);

57-WHEREAS, Mr. Locksley is a founding member of National Coalition of Minority
58-Football Coaches (NCMFC), a member of the Board of Directors for the Boys & Girls
59-Club of Greater Washington, and a member of Omega Psi Phi Fraternity, Inc.;

61-WHEREAS, Mr. Locksley and his wife have 4 children: Mike Jr., Kai, Kori and
62-the late Meiko.

64-RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this
65-resolution may be cited as the “Michael Locksley Ceremonial Recognition Resolution of
66-2023”.
67- Sec. 2. The Council honors and celebrates the contributions of Michael Locksley to the
68-District and to the development of youth through athletic endeavors;
69- Sec. 3. This resolution shall take effect immediately .
