ENROLLED ORIGINAL 1 A CEREMONIAL RESOLUTION 25-24 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA March 7, 2023 To recognize and honor the contributions of Michael Locksley for his excellence and commitment to coaching and mentorship in the sport of football. WHEREAS, Michael Locksley is a native Washingtonian from Ward 8 and graduate of Frank W. Ballou High School; WHEREAS, Mr. Locksley has served as the head football coach for the University of Maryland since 2018, leading the Terrapins to their second straight bowl game this season for the first time since 2008; WHEREAS, Mr. Locksley won the 2018 Broyles Award, which is awarded to the nation’s best college football assistant, while serving as the offensive coordinator for the University of Alabama after setting school records for points scored (684), single -season total offense (7,830 yards) and passing yards (4,854) in a season; WHEREAS, Mr. Locksley won the 2017 National Championship with the University of Alabama as the wide receivers coach and served as offensive assistant during the 2016 season; WHEREAS, Mr. Locksley served as the offensive coordinator and quarterbacks coach for the University of Maryland from 2012 to 2015 and as the interim head coach for the final six games of the 2015 season; WHEREAS, Mr. Locksley served as the head coach at the University of New Mexico from 2009 to 2011 and served as the offensive coordinator at the University of Illinois from 2005- 08; WHEREAS, Mr. Locksley served as running backs coach and recruiting coordinator for the University of Florida from 2003 to 2004 and served as running backs coach (1997 to 2002) and recruiting coordinator (1998 to 2002) for the University of Maryland; WHEREAS, Mr. Locksley began his coaching career at his alma mater of Towson ENROLLED ORIGINAL 2 State University (now Towson University) in 1992, then moving on to Naval Academy Preparatory School, the University of Pacific and the United States Military Academy; WHEREAS, Mr. Locksley has been key to recruiting natives of the District and its surrounding areas to every school he has coached, such as Stefon Diggs, Shawne Merriman, Yannick Ngakoue, and Vernon Davis (Maryland), Trevon Diggs and Terrell Lewis (Alabama), Vontae Davis, Nathan Bussey and Arrelious Benn (Illinois), and Derrick Harvey (Florida); WHEREAS, Mr. Locksley is a founding member of National Coalition of Minority Football Coaches (NCMFC), a member of the Board of Directors for the Boys & Girls Club of Greater Washington, and a member of Omega Psi Phi Fraternity, Inc.; WHEREAS, Mr. Locksley and his wife have 4 children: Mike Jr., Kai, Kori and the late Meiko. RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Michael Locksley Ceremonial Recognition Resolution of 2023”. Sec. 2. The Council honors and celebrates the contributions of Michael Locksley to the District and to the development of youth through athletic endeavors; Sec. 3. This resolution shall take effect immediately .
