33+honor all early childhood educators of the District of Columbia. 11
34+WHEREAS, the District of Columbia is committed to supporting the health, well-being, 12
35+development, and success of young children and youth living in the nation’s capital; 13
36+WHEREAS, children deserve skilled, educated, competent, consistent, and well-14
37+compensated early childhood educators; 15
38+WHEREAS, a high percentage of District mothers and birth-givers return to work in the 16
39+first six weeks after the birth of a child, and working families need sufficient, high-quality child 17
40+care services to be available in the community to support them; 18

75-resolution may be cited as the “McKinley Tech High School Firebirds Robotics Team Regional
76-Championship Recognition Resolution of 2023.”

78-Sec. 2. The Council of the District of Columbia recognizes and honors the McKinley Tech
79-High School Firebirds Robotics Team for winning the regional FIRST Chesapeake robotics
80-competition.

82-Sec. 3. This resolution shall take effect immediately.
42+WHEREAS, child care providers serve a vital role in our community, not only caring for 19
43+and educating our children, but also supporting parent and guardian participation in the District 20
44+workforce; 21
45+WHEREAS children’s cognitive, physical, social, emotional, language, and literacy 22
46+development are built on a foundation of positive interactions between children and adults, peers, 23
47+and their environment; 24
48+WHEREAS, high-quality early care and education work to ameliorate the effects of 25
49+systemic poverty – from recognizing and remediating developmental delays, to identifying and 26
50+helping prevent child neglect – leading to positive outcomes for individual children and their 27
51+homes and communities; 28
52+WHEREAS, the Council of the District of Columbia has been a supporter of families and 29
53+early childhood educators, including by authorizing an Early Childhood Educator Compensation 30
54+Task Force, funding the Early Childhood Educator Pay Equity Fund, and expanding Paid Family 31
55+and Medical Leave benefits, among others; 32
56+WHEREAS, as a result of these programs and initiatives, the number of early childhood 33
57+educators who are on the path towards pay parity and economic progress has increased, thereby 34
58+increasing the ability to support high-quality programs for all District families; 35
59+WHEREAS, we must continually work towards creating a diverse, inclusive, and 36
60+equitable early childhood education workforce to the ensure all people working in the child care 37
61+sector thrive personally and professionally, to create a robust provider and educator pipeline that 38
62+can be developed and maintained, and to strengthen culturally diverse and inclusive care 39
63+experiences for children; 40
64+WHEREAS, early educators deserve appreciation for their irreplaceable work to advance 41
65+the early childhood profession; and 42

67+WHEREAS, Child Care Provider Appreciation Day has been celebrated nationally and 43
68+annually since 1996 on the Friday before Mothers’ Day as an occasion to “amplify our nation’s 44
69+collective gratitude for those who support the social, emotional, and physical care of our youngest 45
70+children”. 46
71+RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 47
72+resolution may be cited as the “Early Childhood Educator Appreciation Day Ceremonial 48
73+Recognition Resolution of 2023”. 49
74+Sec. 2. The Council of the District of Columbia celebrates May 12, 2023 as “DC Early 50
75+Childhood Educator Appreciation Day,” honors the contributions of all early childhood educators 51
76+to the development and well-being to our District children and families, and recognizes that 52
77+investments to stabilize, sustain, and support child care and early learning will support children, 53
78+youth, educators, families, and our larger economy through pandemic recovery and beyond. 54
79+Sec. 3. This resolution shall take effect immediately upon the first date of publication in the 55
80+District of Columbia Register. 56
