IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 23

To recognize the many and varied contributions that Anne McCutcheon Lewis has made to the  27 
animals and cause of animal welfare in the District on the occasion of her retirement  28 
from City Wildlife and the organization’s 10th Anniversary. 29 
 30 
 WHEREAS, Anne McCutcheon Lewis has tirelessly volunteered her time serving the 31 
peop32 
board chair of the Washington Humane Society for many years, during which time the 33 
organization greatly increased its capacity to help District residents and animals by expanding 34 
the staff and budget, professionalizing its humane law enforcement capabilities, strengthening its 35 
relationships with the District of Columbia government, and building a low-cost spay/neuter 36 
clinic for cats and dogs; 37

WHEREAS, under Anne McCutcheon Lewis’s tenure as president of the Washington 38 
Humane Society the District Council passed The Freedom from Cruelty to Animals Protection 39 
Amendment Act of 2000 to enhance the welfare of animals in the District; 40 
WHEREAS, Anne McCutcheon Lewis has provided a foster home and found permanent 41 
homes for nearly 80 dogs from the District of Columbia animal shelter; 42 
WHEREAS, Anne McCutcheon Lewis founded City Wildlife, the District’s first 43 
nonprofit organization dedicated to the welfare of wild animals in the city; 44 
WHEREAS, Anne McCutcheon Lewis became the very first licensed wildlife 45 
rehabilitator in the District; 46 
WHEREAS, Anne McCutcheon Lewis designed and opened City Wildlife’s wildlife 47 
rehabilitation center in 2013; 48 
WHEREAS, the wildlife rehabilitation center that Anne McCutcheon Lewis opened in 49 
2013 is the first and, as of this date, only such facility in the District; 50 
WHEREAS, Anne McCutcheon Lewis’s City Wildlife rehabilitation center has handled 51 
over 15,500 animals, representing more than 130 different species, since it began taking patients 52 
in 2013; 53 
WHEREAS, Anne McCutcheon Lewis’s City Wildlife rehabilitation center has 54 
responded to over 21,500 telephone calls from the public requesting help with wildlife; 55 
WHEREAS, Anne McCutcheon Lewis established Duck Watch, a citizen science 56 
program that each year helps dozens of duck families get their ducklings to water when they are 57 
stranded on green roofs, in courtyards, or by busy streets; 58 
WHEREAS, Anne McCutcheon Lewis established Lights Out DC to monitor areas in 59 
downtown Washington, DC, for migratory birds who have collided with windows, rescuing the 60

live birds and cataloging the dead birds and donating them to the Smithsonian Institution and 61 
other scientific organizations; 62 
WHEREAS, Anne McCutcheon Lewis’s Lights Out DC program has collected more than 63 
5,000 birds who have struck windows and used that data to suport passage of the District’s 64 
Migratory Local Wildlife Protection Act of 2022, which requires that most new commercial and 65 
multi-family residential buildings, as well as renovations rep66 
glazing on such buildings, to emp 67 
WHEREAS, City Wildlife celebrates its 10th Anniversary serving as a protector and 68 
advocate for wildlife and wildlife habitat in the District through rehabilitation for release, public 69 
education, and community engagement. 70 
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 71 
resolution may be cited as the “Anne McCutcheon Lewis City Wildlife Retirement and 10th 72 
Anniversary Celebration Recognition Resolution of 2023”. 73 
 Sec. 2. The Council recognizes and honors Anne McCutcheon Lewis for her tireless 74 
commitment to animal welfare and the District at large on the occasion of her retirement and the 75 
10th Anniversary of City Wildlife. 76 
 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 77 
the District of Columbia Register. 78
