30+To recognize the many and varied contributions that Anne McCutcheon Lewis has made to the 27
31+animals and cause of animal welfare in the District on the occasion of her retirement 28
32+from City Wildlife and the organization’s 10th Anniversary. 29

34+ WHEREAS, Anne McCutcheon Lewis has tirelessly volunteered her time serving the 31
35+peop32
36+board chair of the Washington Humane Society for many years, during which time the 33
37+organization greatly increased its capacity to help District residents and animals by expanding 34
38+the staff and budget, professionalizing its humane law enforcement capabilities, strengthening its 35
39+relationships with the District of Columbia government, and building a low-cost spay/neuter 36
40+clinic for cats and dogs; 37

43+WHEREAS, under Anne McCutcheon Lewis’s tenure as president of the Washington 38
44+Humane Society the District Council passed The Freedom from Cruelty to Animals Protection 39
45+Amendment Act of 2000 to enhance the welfare of animals in the District; 40
46+WHEREAS, Anne McCutcheon Lewis has provided a foster home and found permanent 41
47+homes for nearly 80 dogs from the District of Columbia animal shelter; 42
48+WHEREAS, Anne McCutcheon Lewis founded City Wildlife, the District’s first 43
49+nonprofit organization dedicated to the welfare of wild animals in the city; 44
50+WHEREAS, Anne McCutcheon Lewis became the very first licensed wildlife 45
51+rehabilitator in the District; 46
52+WHEREAS, Anne McCutcheon Lewis designed and opened City Wildlife’s wildlife 47
53+rehabilitation center in 2013; 48
54+WHEREAS, the wildlife rehabilitation center that Anne McCutcheon Lewis opened in 49
55+2013 is the first and, as of this date, only such facility in the District; 50
56+WHEREAS, Anne McCutcheon Lewis’s City Wildlife rehabilitation center has handled 51
57+over 15,500 animals, representing more than 130 different species, since it began taking patients 52
58+in 2013; 53
59+WHEREAS, Anne McCutcheon Lewis’s City Wildlife rehabilitation center has 54
60+responded to over 21,500 telephone calls from the public requesting help with wildlife; 55
61+WHEREAS, Anne McCutcheon Lewis established Duck Watch, a citizen science 56
62+program that each year helps dozens of duck families get their ducklings to water when they are 57
63+stranded on green roofs, in courtyards, or by busy streets; 58
64+WHEREAS, Anne McCutcheon Lewis established Lights Out DC to monitor areas in 59
65+downtown Washington, DC, for migratory birds who have collided with windows, rescuing the 60

13-To recognize and celebrate Mount Olive Baptist Church in Northeast, DC, on the occasion of its
14-150th anniversary, for its outstanding c ommitment, dedication, and s ervice to its members
15-and the community.

17-WHEREAS, Mount Olive Baptist Church was established on August 17, 1873, after a
18-meeting was convened at the home of Brother Robert Terrell;
19- WHEREAS, the purpose of the new church was to organize a branch from the Second
20-Baptist Church of Northwest, and during the meeting, there were prayers, hymn singing, taking up
21-of a collection of $1.81, an election of officers, and the naming of a pastor;
22- WHEREAS, the home of Robert and Martha Terrell was the first place of worship and is
23-part of the site where the church currently resides;

25-WHEREAS, the cornerstone was laid for Mount Olive Baptist Church at 1138 6th Street,
26-NE, on February 22, 1916;

28-WHEREAS, Mount Olive Baptist Church was later able to purchase 3 neighboring
29-properties to expand its footprint;

31-WHEREAS, an annex was dedicated in memory of Deacon Horace Moore, who served as
32-Chair of the Deacon Board for 40 years;

34-WHEREAS, on May 24, 1976, Mount Olive Baptist Church’s current location at 1140 6th
35-Street, NE, was occupied and dedicated to God;

37-WHEREAS, Mount Olive Baptist Church ascribes to the directive found in Proverbs 22:6,
38-“train up a child in the way he should go, and when he is old, he will not depart from it,” and
39-thereby established a S unday school for the purpose of providing a foundat ion of religious
40-education to young minds ;

45-WHEREAS, Mount Olive Baptist Church offers prayer service and bible study on
46-Wednesdays, along with Sunday school and Sunday worship through YouTube;

48-WHEREAS, Reverend William Robinson was named the first Pastor of Mount Olive
49-Baptist Church and was followed by many outstanding leaders who shepherded Mount Olive
50-Baptist Church as Pastor or Assistant Pastor, including dedicated men and women of faith like
51-Reverends S.J.R. Nelson, B.M. Brown, Frank Graham, Allen Skinker, Monroe S. Caver, Roy A.
52-Carter, Anthony A. Williams, J.A. Johnson, John Childs, Robert Evans, Isadore Richards, Hilton
53-J. Patton, Zaccheus Johnson, Anthony D. Marcus, John Mendenhall, Norman Robinson, Delores
54-Roberts, Eugene W. James, III, McKinley Battle, Betty Green, and Ronnie L. Stanley, Jr.;

56-WHEREAS, Mount Olive Baptist Church has never abandoned the District, its original site
57-in Northeast, or its community, and has been a beacon for leading many people to God through
58-community outreach and programs to assist the elderly, families, men, women, and children; and

60-WHEREAS, Mount Olive Baptist Church has been, and remains, an important and integral
61-part of the District of Columbia .

63-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
64-resolution may be cited as the “Mount Olive Baptist Church 150th Anniversary Recognition
65-Resolution of 2023”.

67-Sec. 2. The Council of the District of Columbia recognizes and celebrates Mount Olive
68-Baptist Church in Northeast, DC, on the occasion of its 150th anniversary, for its outstanding
69-commitment, dedication, and s ervice to its members and the community.

78+RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 71
79+resolution may be cited as the “Anne McCutcheon Lewis City Wildlife Retirement and 10th 72
80+Anniversary Celebration Recognition Resolution of 2023”. 73
81+ Sec. 2. The Council recognizes and honors Anne McCutcheon Lewis for her tireless 74
82+commitment to animal welfare and the District at large on the occasion of her retirement and the 75
83+10th Anniversary of City Wildlife. 76
84+ Sec. 3. This resolution shall take effect immediately upon the first date of publication in 77
