1616 To recognize, honor, and express gratitude to Matthew LeGrant for his years of service to the 14
1717 District of Columbia on the occasion of his retirement from the Government of the 15
1818 District of Columbia. 16

2020 WHEREAS, Matthew LeGrant is currently the District of Columbia’s Zoning 18
2121 Administrator, a position he has held since 2007; 19

2323 WHEREAS, the Office of the Zoning Administrator, a division within the Department of 21
2424 Buildings, is charged with administering, interpreting, and enforcing zoning regulations for the 22
2525 District, including the review of building permits and certificates of occupancy applications for 23
2626 conformance with the zoning regulations. In addition, the Office employs enforcement staff who, 24
2727 on the basis of verified complaints, go out to determine if violations exist; 25

2929 WHEREAS, Mr. LeGrant has a background in City Planning and holds two degrees in the 27
3030 field, including a Bachelor’s degree in City and Regional Planning from California Polytechnic 28
3131 State University at San Luis Obispo, and a Master’s degree in City Planning from the University 29
3232 of California at Berkeley; 30

3434 WHEREAS, Mr. LeGrant has brought a rich professional history to his tenure as Zoning 32
3535 Administrator in the District, including experience with zoning and land use planning for several 33
3636 jurisdictions including the cities of Berkeley, California, Irvine, California, and Alexandria, 34
3737 Virginia; 35

3939 WHEREAS, Mr. LeGrant has held professional accreditation from the American Institute 37
4040 of Certified Planners (AICP) for 30 years, and has participated in numerous forums and 38
4141 conferences regarding zoning and planning throughout his career; and 39

4343 WHEREAS, Mr. LeGrant gained the respect and admiration of members in the legislative 41
4444 and executive branches of the District government as a professional who has delivered high-quality 42
4545 service to the residents of the District of Columbia for more than 15 years. 43

4747 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 45
4848 resolution may be cited as the “Matthew LeGrant Ceremonial Recognition Resolution of 2023”. 46

5151 Sec. 2. The Council recognizes and thanks Matthew LeGrant on the occasion of his 48
5252 retirement as Zoning Administrator and for the distinguished service and valuable contributions 49
5353 he has made to the District government and its citizens. 50
