To recognize, honor, and express gratitude to Matthew LeGrant for his years of service to the 14
District of Columbia on the occasion of his retirement from the Government of the 15
District of Columbia. 16

WHEREAS, Matthew LeGrant is currently the District of Columbia’s Zoning 18
Administrator, a position he has held since 2007; 19
20
WHEREAS, the Office of the Zoning Administrator, a division within the Department of 21
Buildings, is charged with administering, interpreting, and enforcing zoning regulations for the 22
District, including the review of building permits and certificates of occupancy applications for 23
conformance with the zoning regulations. In addition, the Office employs enforcement staff who, 24
on the basis of verified complaints, go out to determine if violations exist; 25

WHEREAS, Mr. LeGrant has a background in City Planning and holds two degrees in the 27
field, including a Bachelor’s degree in City and Regional Planning from California Polytechnic 28
State University at San Luis Obispo, and a Master’s degree in City Planning from the University 29
of California at Berkeley; 30

WHEREAS, Mr. LeGrant has brought a rich professional history to his tenure as Zoning 32
Administrator in the District, including experience with zoning and land use planning for several 33
jurisdictions including the cities of Berkeley, California, Irvine, California, and Alexandria, 34
Virginia; 35

WHEREAS, Mr. LeGrant has held professional accreditation from the American Institute 37
of Certified Planners (AICP) for 30 years, and has participated in numerous forums and 38
conferences regarding zoning and planning throughout his career; and 39

WHEREAS, Mr. LeGrant gained the respect and admiration of members in the legislative 41
and executive branches of the District government as a professional who has delivered high-quality 42
service to the residents of the District of Columbia for more than 15 years. 43

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 45
resolution may be cited as the “Matthew LeGrant Ceremonial Recognition Resolution of 2023”. 46

Sec. 2. The Council recognizes and thanks Matthew LeGrant on the occasion of his 48
retirement as Zoning Administrator and for the distinguished service and valuable contributions 49
he has made to the District government and its citizens. 50

Sec. 3. This resolution shall take effect immediately. 52
