13-to Councilmember Robert C. White, Jr. and for her contributions to the District of

15- WHEREAS, Angela Fowlkes served the At-Large Office with distinction for
16-more than 5 years, holding various roles including Senior Legislative Assistant, and contributing to the Committee on Government Operations and Facilities;
17- WHEREAS, Angela Fowlkes served as Chief of Staff for 3 years, leading the
18-office with empathy, professionalism, and a strong commitment to the betterment of the
19-District;
20- WHEREAS, Angela Fowlkes’ leadership as Chief of Staff was defined by her
21-ability to foster an inclusive and welcoming environment, ensuring that all staff and community members felt heard and valued;

23-WHEREAS, Angela Fowlkes encouraged open communication, allowed staff to
24-provide meaningful feedback, and enhanc ed the team’s effectiveness;
25- WHEREAS, Angela Fowlkes’ attention to the well- being of her colleagues and
26-her dedication to mentorship empowered the team to achieve their best, furthered the
27-mission of the office, and will leave a lasting impact;
28- WHEREAS, Angela Fowlkes ’ work on legislative matters, including education,
29-the environment, and the arts improved the lives of countless District residents;
30- WHEREAS, Angela Fowlkes showed her talent by rising to many significant
31-challenges during her tenure as Chief of Staff and went above and beyond to ensure the
32-office performed at its best at every point; and

35-leadership that has greatly benefited both the office and the residents of the District.

39-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
40-this resolution be cited as the “Angela Fowlkes Recognition Resolution of 2024”.

42-Sec. 2. The Council of the District of Columbia recognizes Angela Fowlkes for
43-her exemplary service and leadership as Chief of Staff, with deep appreciation for her
44-contributions and best wishes for her future endeavors.

46-Sec. 3. This resolution shall take effect immediately.
