17-To declare the existence of an emergency with respect to the need to provide for comprehensive
18-policing and justice reform for District residents and visitors, and for other purposes.

21- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-resolution may be cited as the “Comprehensive Policing and Justice Reform Emergency
23-Declaration Resolution of 2023”.

25- Sec. 2. (a) On April 5, 2022, the Council passed the Comprehensive Policing and Justice
26-Reform Emergency Amendment Act of 2022, effective April 7, 2022 (D.C. Act 24- 370; 69 DCR
27-3370) (“emergency act”). The emergency act expired on July 6, 2022.
28- (b) On April 19, 2022, the Council passed the Comprehensive Policing and Justice
29-Reform Temporary Amendment Act of 2022, effective August 12, 2022 (D.C. Law 24- 149; 69
30-DCR 11395) (“temporary law”). The temporary law is set to expire on March 25, 2023.
31- (c) The Comprehensive Policing and Justice Reform Amendment Act of 2022, enacted
32-on January 19, 2023 ( D.C. Act 24-781; 70 DCR 953) (“permanent legislation”) makes, with
33-some modifications, the provisions of the emergency act and temporary law permanent. The
34-projected law date for the permanent legislation is May 11, 2023.
35- (d) This final round of emergency and temporary legislation is now necessary to prevent
36-a gap in the law between the expiration of the temporary law and the effective date of the
37-permanent legislation.

39- Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
40-emergency circumstances making it necessary that the Comprehensive Policing and Justice
41-Reform Emergency Amendment Act of 2023 be adopted after a single reading.

43-Sec. 4. This resolution shall take effect immediately.
