6565 23 Sec. 2. Pursuant to § 1-611. 11 of the District of Columbia Government Comprehensive
6666 24 Merit Personnel Act of 1978, effective March 3, 1979 (D.C. Law 2-139; D.C. Official Code § 1-
6767 25 611.11 (i)( 4), the Council approves the compensation scale for the University of the District of
6868 26 Columbia, student workers in work-study, teaching assistant and other related capacities
6969 27 recommended by the Board of Trustees and transmitted to the Council by the Board

9696 pursuant to D.C. Code§§ 1-611.05, 1-611.11 and 1-608.58, the Board of Trustees
9797 shall provide for the periodic review
9898 of its basic compensation systems, including but not limited
9999 to, a review
100100 of the adequacy of the rates of basic pay for all employees including students; and
101101 WHEREAS, pursuant to D.C. Code §1-611.1, the Board of Trustees shall provide continuing
102102 conformity with the principle
103103 of equal pay for substantially equal work; and
104104 WHEREAS, pursuant to D.C. Code§§ 1-611.05, 1-611.11 and 1-608.58, the Board of Trustees
105105 shall cause to be submitted
106106 to the Council of the District of Columbia all proposed pay changes
107107 and adjustments to the compensation systems; and
108108 WHEREAS, the University currently utilizes a flat compensation structure whereby all students
109109 employed by the University receive minimum wage regardless
110110 of their position, classification or
111111 capacity; and
112112 WHEREAS, the minimum wage rate utilized by the District of Columbia increased from $16.10
113113 to $17.00 effective July I, 2023; and
114114 WHEREAS, the University strives to ensure employment opportunities for students remain
115115 competitive and enriching as a valuable component
116116 of the student educational experience, and a
117117 cornerstone of campus life for both graduates and undergraduates, and
118118 WHEREAS, the current compensation structure does not incentivize graduate students to seek
119119 employment on campus when their experience and maturity qualify them for job prospects with
120120 compensation above the minimum wage; and
121121 WHEREAS, the University receives grants where the compeosation may ex.ceed the maximum
122122 compensation on the compensation table for students and the University must comply with the
123123 requirements of the grants.
124124 NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the University of the
125125 District
126126 of Columbia approves a revised compensation table, attached hereto as Exhibit A, and
127127 approves compensation for students as required by grants received by the University.

297297 It has been concluded that the proposed recommendation to revise the compensation structure
298298 for student employees would result in no significant financial impact to the University's
299299 operating budget.

301301 The University of the District of Columbia seeks to adjust student compensation, both at the
302302 undergraduate and graduate levels, to be in line with the new minimum wage which will be
303303 adopted by the District
304304 of Columbia on July 1, 2023. Currently all UDC students earn
305305 minimum wage through a flat compensation practice for student workers. UDC proposes the
306306 adoption
307307 of pay ranges for various student employment roles, all of which would have a floor
308308 of $17 .00 -the new minimum wage in the District. The new student compensation structure
309309 will not only accommodate the new minimum wage but also allows students funded through
310310 grants, sponsored programs, and external resources to earn compensation above minimum
311311 wage which is particularly relevant for graduate students whose grants have provisions
312312 for
313313 compensation commensurate with their capacity, training, and academic level. Without a
314314 corresponding pay table, students funded through grants are unable to avail themselves
315315 of
316316 higher wages that would be supported through their project budget.
317317 These changes will help ensure the retention
318318 of student workers as UDC becomes more
319319 competitive with off-campus employment opportunities. Similarly, stronger compensation
320320 options for graduate students can potentially improve enrollment in UDC's graduate
321321 programs.
322322 Fiscal Impact
323323 The adoption of this modified compensation structure will have no significant fiscal impact
324324 upon the institution. UDC will increase student compensation to the new minimum wage
325325 of
326326 $17 /hour which may result in fewer FTEs that can be supported through current resources.
327327 Students who are supported through grants and sponsored programs will be eligible to receive
328328 compensation according to the respective budget parameters
329329 if they fall within the ranges
