RESOLVED, 
BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 
resolution may be cited as the "Historic Preservation Review Board Bill Marzella Confirmation 
Resolution 
of 2024". 
Sec. 
2. The Council of the District of Columbia confirms the appointment of:

of the Historic Preservation Review Board, established by 
Mayor's Order 83-119, dated May 
6, 1983, and pursuant to section 4 	of the Historic Landmark

Official 
Code§ 6-1103), filling a vacant seat formerly held by Sandra Jowers-Barber, for a term 
to end July 21, 2026.

ADVISORY COUNCIL ON HISTORIC PRESERV ATION 	Washington, DC ; 2019 to Present 
Program Analyst & Liaison to the Bureau of Land Management 
The Advisory Council on Historic Preservation (ACHP) is an independent federal agency that promotes the 
preservation, enhancement, and sustainable use of our nation’s diverse historic resources, and advises the 
President and the Congress on national historic preservation policy. In my role as Program Analyst and 
Liaison to the Bureau of Land Management (BLM), I provide expert technical advice and consultation 
assistance for the implementation of the BLM's cultural resource management program, ensuring the agency 
meets its statutory and regulatory responsibilities under Section 106 of the National Historic Preservation Act 
(NHPA), and in support of its multiple use and sustained yield mandate. Responsibilities include: 
•Serve as subject matter expert and primary ACHP contact to advise BLM staff on compliance with
Section 106 of the NHPA and its implementing regulations, 36 CFR Part 800, to ensure the BLM i
s
in compliance with these statutory and regulatory mandates;
•Provide technical support to BLM staff on major projects and programmatic initiatives, including
energy and minerals development, major infrastructure projects, recreation, resource managem
ent
planning, grazing, and cultural resource protection;
•Collaborate with BLM staff to engage and consult with its diverse stakeholders, including Sta
te
Historic Preservation Officers (SHPOs), Tribal Historic Preservation Officers (THPOs), state a
nd
federal agencies, Indian tribes, project proponents, non-profits and advocacy organizations, local
constituents, and others;
•Coordinate with BLM and ACHP staff to provide analysis and briefing materials on pr
oposed
Congressional legislation, agency and Administration priorities, and other significant, complex, a
nd
controversial historic preservation issues to the ACHP leadership and Council, BLM leadership, a
nd
the public; and
•Develop, vet, and offer training programs in support of the BLM's cultural resource management
programs, including focused webinars and workshops and (in-person and virtual) classroom training.

EHT Traceries is an award-	winning, multi-service, women-owned historic preservation consulting firm.  In my 
role as Senior Preservation Planner, I have successfully overseen the completion of a diversity of project types, 
including: 
•Interpreting and applying the Secretary of the Interiors Standards for the Treatment of Historic
Properties for historic building and landscape rehabilitations;
•Developing historic district design guidelines and preservation plans;
•Conducting outreach and training programs for a broad array of audiences, including the public, local
municipalities, federal agencies, and historic district staff and commissions;
•Preparing National Register Nominations, National Historic Landmark Nominations, and
Determinations of Eligibility;
•Advising on regulatory entitlements processes for historic building owners, including developers,
private institutions, and state and federal agencies; and
•Conducting NHPA Section 106 compliance reviews for federal planning and construction efforts.
Additional responsibilities as a Project Manager have included oversight of project budgets and deadlines,

I conducted NHPA and NEPA reviews for disaster recovery grants and prepared Section 106 consultation 
packages, National Register Nominations, and Determinations of Eligibility for submission to the New Jersey 
and New York State Historic Preservation Offices (SHPOs).  I also worked with local municipalities to scope 
disaster recovery projects, communicate federal and state historic preservation mandates, and coordinate with
