RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 
resolution may be cited as the "Historic Preservation Review Board Gretchen Pfaehler 
Confirmation Resolution 
of 2024".

2. The Council of the District of Columbia confirms the reappointment of:

historicbuildingsandlandscapesaorosstheUnitedStates.Sheisknowledgeableontheissuesof
preservationprojectdeiverymethods,technicalbulingdocumentationandassessments,building
materialtreatments,preservationlaws,reviewprocessesandregulationsappliedtohistoric
Preservationprojects.Sheisexperiencedwithreview,approvalsanddocumentationwithmany
federalstateregulatoryandreviewcommissions,includingtheNationalCapitolPlanning
Commission,theCommissionofFineArtsandtheDCSHPO.
MMs,Pfaehlerhasextensiveexperienceleadingplanninganddesignteamsforgovernment,cultural
andacademicprojects.Herexperiencewithexistingbuildingsprovidesasolidunderstandingofthe
requirementsfordeterminationofsignifcantbuildingelementsanddevelopingdesignsolutions
integratingnewusesthatmaintainthehistoriccharacterofthebuiling.Herprofessional
qualificationswithadegreeinArchitectureandmorethan20yearsofworkingonhistoric,
preservationsprojectsintheUS-greatlyexceedtheminimumrequirementsoftheSecretaryofthe
InteriorStandardsandGuidelines’ProfessionalQualificationsStandardsforArchitectureandHistoric

fortherenovationofthehistoric1869FranklinSchool,ocreateWashingtonDC'sfrstMuseumof
LanguageArts.Thebuildingwilloverapproximately56,600GSFandwillbecomprisedoffourlevels
andapartialmezzanineofrenovatedhistoricstructure,andanew7,200SFalleyenclosureaddition
thatwillincludeapartialgradelevel,andoneabove-gradelevel.Thebuildingwilincludeanopen
patio,galleries,exhibits,classrooms,aucitorium,restaurant,café,retailshop,administrativespaces,
andarooftopterrace.

TheParthenon,Nashville,TN.Preservationarchitectresponsiblefortherestorationofa
Neoclassicalbuilding,Nashville'sParthenonmuseum,wasindestraitsbythetimethefrmwas
engagedtodoacompleterestoration.Buitin1897asatemporarystructurefortheTennessee
CentennialExposition,theParthenonwasreconstructedinthe1920'sinmorepermanentconcrete
andisafullscalereplicaofitsancientcounterpartinAthens.Bythelate1960's,however,leaking,
corrosion,andconcretefailurehadbecomemajorproblems.TheParthenongotafullrenovationin

Gretchen Pfaehler 
Gretchen Pfaehler, AIA is a Senior Preservation Architect at Beyer Blinder 
Belle Architects and Planners, Washington DC. Widely recognized as an 
expert in her field, Ms. Pfaehler has practiced, lectured, and published 
extensively on historic preservation and sustainability within the existing 
building context. Her work has been recognized with more than 27 national, 
regional, state and local preservation awards. In addition to her role as the 
President of APTI, she is an active member of the American Institute of 
Architects, American Institute for Conservation of Historic & Artistic 
Works, National Trust for Historic Preservation, and the American Association for State and Local 
History. She is an inductee of Lambda Alpha International. Ms. Pfaehler meets the Code of Federal 
Regulations, 36 CFR Part 61 for History, Architectural History, Architecture, and Historic 
Architecture. 
As the President of Association for Preservation Technology (APT) International and the Chair of 
the DC Historic Preservation Review Board (HPRB), Ms. Pfaehler has played a key role in the 	landscape of high profile and relevant preservation projects in the city and region. She has more 
than 20 years experience in the successful preservation, restoration, and renovation of significant 	historic and cultural properties domestically and abroad for a diverse array of clients including the 	U.S. Department of State, Architect of the Capitol, Smithsonian Institution, National Gallery of 
Art, U.S. General Services Administration, the State of Maryland, the Maryland-	National Capital 
Park and Planning Commission, and the Commonwealth of Virginia. 
Her experience with existing buildings ensures appropriate determinations of significant building 
elements and developing sustainable design solutions integrating new uses that maintain the 	historic character of the building. Knowledgeable on the issues of preservation project delivery 
methods, her expertise includes technical building documentation and assessments, integration of 	sustainable solutions and building material treatments, preservation laws, and review processes 	and regulations from the federal to local level applied to historic preservation projects. She is
