ENROLLED ORIGINAL A RESOLUTION 25-589 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA July 9, 2024 To declare the existence of an emergency with respect to the need to provide an option of relief to Family Re-Housing Stabilization Program participants who are exited from the program without having been approved for permanent housing and who have shown good cause. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Family Re-Housing Stabilization Program Protection Emergency Declaration Resolution of 2024”. Sec. 2. (a) The Family Re-Housing Stabilization Program Protection Emergency Amendment Act of 2023 was unanimously approved by the Council on June 11, 2023, to ensure due process protections remained in place for families exiting the Family Re-Housing Stabilization Program, otherwise known as rapid re-housing. (b) The prior emergency legislation was accompanied by the Family Re-Housing Stabilization Protection Temporary Amendment Act of 2023, which is scheduled to expire on July 10, 2024. (c) No subsequent legislation or proposed legislation has repealed the existing emergency and temporary legislation, which apply specifically if funding is available within the program to support extensions beyond 12 months for participants in the program. (d) Legislation continuing these existing protections is necessary to maintain the status quo and to allow extensions for families facing termination of housing assistance where funding is available and circumstances warrant doing so. Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Family Re-Housing Stabilization Program Protection Emergency Amendment Act of 2024 be adopted after a single reading. Sec. 4. This resolution shall take effect immediately.
