27+To declare the existence of an emergency with respect to the need to provide an option of relief to 18
28+Family Re-Housing Stabilization Program (FRSP) participants who are exited from the 19
29+program without having been approved for permanent housing and who have shown good 20
30+cause. 21
31+RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
32+ 22
33+resolution may be cited as the “ Family Re-Housing Stabilization Program Protection Emergency 23
34+Declaration Resolution of 2024”. 24
35+Sec. 2. (a) The Family Re-Housing Stabilization Program Protection Emergency 25
36+Amendment Act of 2023 was unanimously approved by the Council on June 11, 2023 to ensure 26
37+due process protections remained in place for families exiting the Family Re -Housing 27
38+Stabilization Program, otherwise known as rapid rehousing. 28
39+(b) The prior emergency legislation was accompanied by the Family Re-Housing 29
40+Stabilization Protection Temporary Amendment Act of 2023, which is slated to expire on July 30
41+10, 2024. 31
42+(c) No subsequent legislation or proposed legislation has repealed the existing emergency 32
43+and temporary legislation, which apply specifically if funding is available within the program to 33
44+support extensions beyond 12 months for participants in the program. 34 2

20-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21-resolution may be cited as the “Family Re-Housing Stabilization Program Protection Emergency
22-Declaration Resolution of 2024”.

24-Sec. 2. (a) The Family Re-Housing Stabilization Program Protection Emergency
25-Amendment Act of 2023 was unanimously approved by the Council on June 11, 2023, to ensure
26-due process protections remained in place for families exiting the Family Re-Housing
27-Stabilization Program, otherwise known as rapid re-housing.
28-(b) The prior emergency legislation was accompanied by the Family Re-Housing
29-Stabilization Protection Temporary Amendment Act of 2023, which is scheduled to expire on
30-July 10, 2024.
31-(c) No subsequent legislation or proposed legislation has repealed the existing emergency
32-and temporary legislation, which apply specifically if funding is available within the program to
33-support extensions beyond 12 months for participants in the program.
34-(d) Legislation continuing these existing protections is necessary to maintain the status
35-quo and to allow extensions for families facing termination of housing assistance where funding
36-is available and circumstances warrant doing so.

38-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
39-emergency circumstances making it necessary that the Family Re-Housing Stabilization Program
40-Protection Emergency Amendment Act of 2024 be adopted after a single reading.

49+Sec. 3. The Council of the District of Columbia determines that the circumstances 38
50+enumerated in section 2 constitute emergency circumstances making it necessary that the Family 39
51+Re-Housing Stabilization Program Protection Emergency Amendment Act of 2024 should be 40
52+adopted after a single reading.
