14- To declare the existence of an emergency with respect to the need to amend section 110 of Title
15-18 of the District of Columbia Municipal Regulations to authorize the Director of the
16-Department of Motor Vehicles to waive requirements related to renewal of driver licenses and identification cards; and to amend the District of Columbia Traffic Act, 1925 to make
17-a conforming amendment.
18- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19-resolution may be cited as the “ Driver License and Identification Card Renewal Emergency
20-Declaration Resolution of 2024”.
21- Sec. 2. (a) Proof of identity is regularly required to obtain housing, employment, or
22-education. The Council, therefore, recognizes the importance of ensuring residents can quickly
23-and easily obtain and renew identification documents such as driver licenses and identification
24-cards.
25- (b) Current District regulations restrict and place conditions on driver license and
26-identification card holders’ ability to renew their identifying documents before their expiration
27-date, creating an unnecessary barrier to the timely renewal of these identifying documents .
28- (c) This emergency legislation is necessary to ensure that District residents maintain access
29-to driver licenses and identification cards.
30- Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
31-emergency circumstances making it necessary that the Driver License and Identification Card Renewal Emergency Amendment Act of 2024 be adopted after a single reading.
32- Sec. 4. This resolution shall take effect immediately.
