A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to amend section 110 of Title
18 of the District of Columbia Municipal Regulations to authorize the Director of the
Department of Motor Vehicles to waive requirements related to renewal of driver licenses and identification cards; and to amend the District of Columbia Traffic Act, 1925 to make
a conforming amendment.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “ Driver License and Identification Card Renewal Emergency
Declaration Resolution of 2024”.
Sec. 2. (a) Proof of identity is regularly required to obtain housing, employment, or
education. The Council, therefore, recognizes the importance of ensuring residents can quickly
and easily obtain and renew identification documents such as driver licenses and identification
cards.
(b) Current District regulations restrict and place conditions on driver license and
identification card holders’ ability to renew their identifying documents before their expiration
date, creating an unnecessary barrier to the timely renewal of these identifying documents .
(c) This emergency legislation is necessary to ensure that District residents maintain access
to driver licenses and identification cards.
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Driver License and Identification Card Renewal Emergency Amendment Act of 2024 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
