17- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
18-resolution may be cited as the “Transfer of Jurisdiction O ver the Robert F. Kennedy Memorial
19-Stadium Campus Emergency Declaration Resolution of 2025” .
20- Sec. 2. (a) The Robert F. Kennedy Memorial Stadium Campus (“RFK Campus”)
21-comprises a portion of Reservation 343- F, as shown on the Surveyor’s plat in S.O. 25- 01723.
22- (b) The D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act, approved
23-January 6, 2025 (Pub. L. No. 118- 274; 138 Stat. 3234), requires the National Park Service to
24-transfer jurisdiction over the RFK Campus to the District for a period of not less than 99 years
25-and requires that the transfer of jurisdiction be effectuated within 180 days after the date of
26-enactment of that law.
27- (c) Emergency legislation is necessary to expeditiously approve transfer of jurisdiction
28-over the RFK Campus to the District prior to the close of the 180- day period specified in the
29-federal law.
30- Sec. 3. The Council of the District of Columbia determines that the circumstances
31-enumerated in section 2 constitute emergency circumstances making it necessary that the Transfer of Jurisdiction Over the Robert F. Kenndy Memorial Stadium Campus Emergency
32-Approval Resolution of 2025 be adopted on an emergency basis .

23+Enclosed for consideration and adoption by the Council of the District of Columbia is the
24+“Transfer of Jurisdiction Over the Robert F. Kennedy Memorial Stadium Campus Emergency
25+Approval Resolution of 2025”, along with an accompanying emergency declaration resolution.

27+This emergency legislation is technical in nature and helps execute the D.C. Robert F. Kennedy
28+Memorial Stadium Campus Revitalization Act, approved January 6, 2025 (Pub. L. No. 118- 274;
29+138 Stat. 3234). The federal legislation effectuates the transfer of jurisdiction from the National
30+Park Service to the District of Columbia of the Robert F. Kennedy Memorial Stadium Campus,
31+comprising over seven million square feet of waterfront and development property. This historic
32+transfer will allow the District to put the RFK Campus back into productive use for our city and
33+DC residents. The new potential for redevelopment will enable us to deliver housing, jobs,
34+amenities, sports and recreation, green space and parks, and more, all along the Anacostia
35+riverfront.

37+Emergency approval of this transfer will allow the District to meet the timeline established in the
38+federal law. Section 2(a)(1) of that law requires the transfer of jurisdiction over the RFK Campus
39+to be completed within 180 days after the date of enactment of the law.

41+I urge the Council to take prompt and favorable action on the enclosed legislation.
