ENROLLED ORIGINAL A RESOLUTION 26-15 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA February 4, 2025 To declare the existence of an emergency with respect to the need to approve the transfer of jurisdiction over the Robert F. Kennedy Memorial Stadium Campus from the National Park Service to the District of Columbia. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Transfer of Jurisdiction O ver the Robert F. Kennedy Memorial Stadium Campus Emergency Declaration Resolution of 2025” . Sec. 2. (a) The Robert F. Kennedy Memorial Stadium Campus (“RFK Campus”) comprises a portion of Reservation 343- F, as shown on the Surveyor’s plat in S.O. 25- 01723. (b) The D.C. Robert F. Kennedy Memorial Stadium Campus Revitalization Act, approved January 6, 2025 (Pub. L. No. 118- 274; 138 Stat. 3234), requires the National Park Service to transfer jurisdiction over the RFK Campus to the District for a period of not less than 99 years and requires that the transfer of jurisdiction be effectuated within 180 days after the date of enactment of that law. (c) Emergency legislation is necessary to expeditiously approve transfer of jurisdiction over the RFK Campus to the District prior to the close of the 180- day period specified in the federal law. Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Transfer of Jurisdiction Over the Robert F. Kenndy Memorial Stadium Campus Emergency Approval Resolution of 2025 be adopted on an emergency basis . Sec. 4. This resolution shall take effect immediately.
