18- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19-resolution may be cited as the “Modification Nos. M0009, M0010, M0011, M0012, M0013, and
20-M0014 to Contract No. CW101626 with Collaborative Solutions for Communities Approval and Payment Authorization Emergency Declaration Resolution of 2025” .

22-Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0009, M0010,
23-M0011, M0012, M0013, and M0014 to Contract No. CW101626 with Collaborative Solutions
24-for Communities, and to authorize payment for the goods and services received and to be
25-received under the contract .
26-(b) On October 1, 2024, via Modification No. M0009, the Office of Contracting and
27-Procurement (“OCP”), on behalf of the Department of Human Services, partially exercised
28-option year 2 of Contract No. CW101626 with Collaborative Solutions for Communities, in the
29-not-to-exceed ( “NTE”) amount of $449,358.36 for the period October 1, 2024, through
70+services received and to be received under the modifications. ,

72+BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
73+resolution may be cited
74+as the "Modification Nos. M0009, M00l0, M00l 1, M0012, M0013, and
75+M0014 to Contract No. CW101626 with Collaborative Solutions for Communities Approval and
76+Payment Authorization Emergency Declaration Resolution
77+of 2025".
78+Sec.
79+2. (a) There exists an immediate need to approve Modification Nos. M0009,
80+MO0l0,
81+M00l 1, M0012, M0013, and M0014 to Contract No. CW101626 with Collaborative
82+Solutions for Communities, and to authorize payment for the goods and services received and to
83+be received under the modifications.
84+(b) On October
85+1, 2024, via Modification No. M0009 the Office of Contracting and
86+Procurement ("OCP"), on behalf
87+of the Department of Human Services, partially exercised
88+option year two
89+of Contract No. CW101626 with Collaborative Solutions for Communities, in
90+the not-to-exceed (NTE) amount
91+of $449,358.36 for the period October 1, 2024, through
3092 December 31, 2024.
31-(c) Modification No. M0010 was an administrative modification. (d) On January 30, 2025, via Modification No. M0011, OCP removed a contract line item
32-number and reduced the NTE for option period2 by $16,200, to $433,158.36.
33-(e) On December 31, 2024, via Modification No. M0012, OCP partially exercised option
34-year 2 through March 31, 2025, and increased the NTE amount by $433,158.36, to $866,316.72.
35-(f) On January 21, 2025, via Modification No. M0013, OCP partially exercised option
36-period 2 through April 27, 2025, at no additional cost .
37-(g) Modification No. M0014 will exercise the remainder of option year 2 through
38-September 30, 2025, and increase the NTE amount by $866,316.72, to $1,732,633.44.
39-(h) Council approval is necessary because the modification s will increase the value of the
40-contract to more than $1 million during a 12- month period. ENROLLED ORIGINAL

46- (i) Council approval is necessary to allow the continuation of these vital services.
47-Without Council approval, Collaborative Solutions for Communities cannot be paid for goods
48-and services provided in excess of $1 million for the period from October 1, 2024, through
49-September 30, 2025.

51-Sec. 3. The Council of the District of Columbia determines that the circumstances
52-enumerated in section 2 constitute emergency circumstances making it necessary that the
53-Modification Nos. M0009, M0010, M0011, M0012, M0013, and M0014 to Contract No.
54-CW101626 with Collaborative Solutions for Communities Approval and Payment Authorization
55-Emergency Act of 2025 be adopted after a single reading.

57-Sec. 4. This resolution shall take effect immediately.

106+(h) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved 47
107+December 24, 1973 (87 Stat. 803; D.C. Official Code § 1- 204.51(b)(1)), Council approval is 48
108+necessary since the modifications will increase the value of the contract to more than $1 million 49
109+during a 12- month period. 50
