1919 WHEREAS, in early 1996, section 230 of the Communications 7
2020 Act of 1934 was enacted by Congress as part of the 8
2121 Communications Decency Act of 1996, and 9
2222 WHEREAS, as originally drafted, the act was an attempt to 10
2323 stop minors from gaining access to sexually explicit materials 11
2424 on the Internet, and 12
2525 WHEREAS, one provision of section 230 provides protection 13
2626 from civil liability for operators of interactive computer 14
2727 services and social media networks if they remove or moderate 15
2828 third-party material they deem obsce ne or offensive, as long as 16

3030 WHEREAS, the act has resulted in many unanticipated, 18
