House Memorial 1 
A memorial to the Congress of the United States, 2 
urging Congress to repeal 47 U.S.C. s. 230, commonly 3 
known as section 230 of the Communications Decency Act 4 
of 1996. 5 
 6 
 WHEREAS, in early 1996, section 230 of the Communications 7 
Act of 1934 was enacted by Congress as part of the 8 
Communications Decency Act of 1996, and 9 
 WHEREAS, as originally drafted, the act was an attempt to 10 
stop minors from gaining access to sexually explicit materials 11 
on the Internet, and 12 
 WHEREAS, one provision of section 230 provides protection 13 
from civil liability for operators of interactive computer 14 
services and social media networks if they remove or moderate 15 
third-party material they deem obsce ne or offensive, as long as 16 
it is done in good faith, and 17 
 WHEREAS, the act has resulted in many unanticipated, 18 
unwelcomed, and unintended consequences and has allowed 19 
interactive computer services and social media networks to 20 
remove valid conservative pe rspectives, and 21 
 WHEREAS, interactive computer services and social media 22 
networks should not be allowed to display bias in determining 23 
which perspectives they allow on their platforms, NOW, 24 
THEREFORE, 25  

Be It Resolved by the Legislature of the State of Fl orida: 27 
 28 
 That Congress is urged to repeal 47 U.S.C. s. 230, commonly 29 
known as section 230 of the Communications Decency Act of 1996. 30 
 BE IT FURTHER RESOLVED that copies of this memorial be 31 
dispatched to the President of the United States, to the 32 
President of the United States Senate, to the Speaker of the 33 
United States House of Representatives, and to each member of 34 
the Florida delegation to the United States Congress. 35
