8888 (1) SHORT TITLE.—This section may be cited as the "Zero G, 51
8989 Zero Fee Act." 52
9090 (2) CREATION.—The Zero G, Zero Fee program is created for 53
9191 the purpose of granting tax exemptions for the sale, rental, 54
9292 storage, use, or consumption of certain aerospace materials and 55
9393 consumables by spaceport users as defined in s. 331.303. 56
9494 (3) APPLICATION; ELIGIBILITY. —Space Florida shall, by 57
9595 rule: 58
9696 (a) Determine spaceport user eligibility criteria for the 59
9797 Zero G, Zero Fee program and create the program application 60
9898 process. 61
9999 (b) Create a list of materials and consumables qualified 62
100100 for the program, including, but not limited to: 63
101101 1. Materials and consumables used for the construction of 64
102102 space vehicles, launch pads, landing pads, and space vehicle 65
103103 recovery assets. 66
104104 2. Materials and consumables used for the construction of 67
105105 payloads, space stations, and extravehicular equipment. 68
106106 3. Vehicle propellan t and other chemicals and gases 69
107107 necessary for construction, launch, recovery, and reusability of 70
108108 space vehicles. 71
109109 (4) PROHIBITION ON TAX OR FEE. —Notwithstanding any other 72
110110 provision of law, the state may not assess a tax or fee on a 73
111111 spaceflight vehicle, or any component of a spaceflight vehicle, 74
112112 for the ascent, descent, or landing of such spaceflight vehicle 75

126126 (5) EXPIRATION.—This section expires December 31, 2042. 77

143143 6. A law enforcement officer operating an official vehicle 94

145145 7. A person operating a fire vehicle while on official 96
146146 business or a rescue vehicle while on official business. 97
147147 8. A person participating in the funeral procession of a 98
148148 law enforcement officer or firefighter killed in the line of 99

162162 9. A spaceport user who has been approved for the Zero G, 101

165165 recovery equipment. This subparagraph expires December 31, 2042. 104
166166 Section 5. The Secretary of Business and Professional 105
167167 Regulation shall review current professional rules and 106
168168 regulations and shall recommend to the Legislature the 107
169169 elimination of rules or regulations that he or she determines 108
170170 are detrimental to the commercial aerospace indu stry. The 109
171171 secretary shall submit a report of his or her findings to the 110
172172 Governor, the President of the Senate, the Speaker of the House 111
173173 of Representatives, and the board of directors of Space Florida 112
174174 no later than December 31, 2022. 113
175175 Section 6. This act shall take effect July 1, 2022. 114
