23	23	Be It Resolved by the Legislature of the State of Florida: 12

25	25	That the following amendment to Section 5 of Article XI of 14
26	26	the State Constitution is agreed to and shall be submitted to 15
27	27	the electors of this state for approval or rejecti on at the next 16
28	28	general election or at an earlier special election specifically 17
29	29	authorized by law for that purpose: 18

32	32	SECTION 5. Amendment or revision election. — 21
33	33	(a) A proposed amendment to or revision of this 22
34	34	constitution, or any pa rt of it, shall be submitted to the 23
35	35	electors at the next general election held more than ninety days 24
36	36	after the joint resolution or report of revision commission, 25

47	47	constitutional convention or taxation and budget reform 26
48	48	commission proposing it is filed with the custodian of state 27
49	49	records, unless, pursuant to law enacted by the affirmative vote 28
50	50	of three-fourths of the membership of each house of the 29
51	51	legislature and limited to a single amendment or revision, it is 30
52	52	submitted at an earlier special election held m ore than ninety 31
53	53	days after such filing. 32
54	54	(b) A proposed amendment or revision of this constitution, 33
55	55	or any part of it, by initiative shall be submitted to the 34
56	56	electors at the general election provided the initiative 35
57	57	petition is filed with the custodian of state records no later 36
58	58	than February 1 of the year in which the general election is 37
59	59	held. 38
60	60	(c) The legislature shall provide by general law, prior to 39
61	61	the holding of an election pursuant to this section, for the 40
62	62	provision of a statement to the public rega rding the probable 41
63	63	financial impact of any amendment proposed by initiative 42
64	64	pursuant to section 3. 43
65	65	(d) Once in the tenth week, and once in the sixth week 44
66	66	immediately preceding the week in which the election is held, 45
67	67	the proposed amendment or revision, wi th notice of the date of 46
68	68	election at which it will be submitted to the electors, shall be 47
69	69	published in one newspaper of general circulation in each county 48
70	70	in which a newspaper is published. 49
71	71	(e) Unless otherwise specifically provided for elsewhere 50

82	82	in this constitution, if the proposed amendment or revision is 51
83	83	approved by vote of at least sixty-six and sixty-seven 52
84	84	hundredths sixty percent of the electors voting on the measure, 53
85	85	it shall be effective as an amendment to or revision of the 54
86	86	constitution of the s tate on the first Tuesday after the first 55
87	87	Monday in January following the election, or on such other date 56
88	88	as may be specified in the amendment or revision. However, the 57
89	89	repeal of an amendment to or a revision of this constitution 58
90	90	only requires the approval by vote of at least the same percent 59
91	91	of the electors as was required at the time of passage of such 60
92	92	amendment or revision. 61

101	101	Constitution from 60 pe rcent to 66.67 percent, except that the 70
102	102	repeal of an amendment or revision need only be approved by the 71
103	103	same percentage of elector votes as was required at the time of 72
104	104	passage of such amendment or revision. 73
