22-Be It Enacted by the Legislature of the State of Florida: 9

24- Section 1. Subsection (47) of section 320.080 58, Florida 11
25-Statutes, is amended to read: 12
26- 320.08058 Specialty license plates. — 13
27- (47) LIVE THE DREAM LICENSE PLATES. — 14
28- (a) The department shall develop a Live the Dream license 15
29-plate as provided in this section. Live the Dream license plates 16
30-must bear the colors and design approved by the department. The 17
31-word "Florida" must appear at the top of the plate, and the 18
32-words "Live the Dream" must appear at the bottom of the plate. 19
33- (b) The proceeds of the annual use fee shall be 20
34-distributed to the Dream Found ation, Inc., to be used in the 21
35-following manner: 22
36- 1. Up to 10 5 percent may be used to administer, promote, 23
37-and market the license plate and for costs directly associated 24
38-with the administration of the foundation . 25

20+application process; establishing a scholarship 7
21+program committee; providing for fiscal oversight by a 8
22+certified public accounting firm; providing an 9

51- 2. At least 40 60 percent shall be dist ributed equally 26
52-among the sickle cell organizations that are Florida members of 27
53-the Sickle Cell Disease Association of America, Inc., for 28
54-programs that provide research, care, and treatment for sickle 29
55-cell disease. 30
56- 3. At least 10 percent shall be used fo r programs and 31
57-services provided directly by the Dream Foundation, Inc., which 32
58-assist inmates released from the custody of a county jail in 33
59-this state or Florida Department of Corrections facility in 34
60-successfully reentering the community. 35
61- 4. At least 15 percent shall be distributed as grants for 36
62-programs and services throughout this state which assist inmates 37
63-released from the custody of a county jail in this state or 38
64-Florida Department of Corrections facility in successfully 39
65-reentering the community. 40
66- 5.3. At least 20 30 percent shall be distributed as 41
67-scholarships to graduating high school seniors in this state who 42
68-have at least one parent or legal guardian who is incarcerated, 43
69-for the purpose of attending a state university, a Florida 44
70-College System institution, a career center operated by a school 45
71-district under s. 1001.44, or a charter technical career center 46
72-under s. 1002.34 to Chapman Partnership, Inc., for programs that 47
73-provide relief from poverty, hunger, and homelessness . 48
74-Scholarships shall be awarded through a competitive application 49
75-process. Fiscal oversight of the scholarship program shall be 50

63+for marketing and promoting the license plate. 38
64+ b. Ten percent shall be used for programs and services 39
65+provided directly by the Dream Foundation, Inc., which assist 40
66+inmates released from the Department of Corrections in 41
67+successfully reentering the community. 42
68+ c. Fifteen percent shall be distributed as grants to 43
69+administer and market programs and services throughout this 44
70+state which assist inmates released from the Department of 45
71+Corrections in successfully reentering th e community. 46
72+ 3. At least 20 30 percent shall be distributed as 47
73+scholarships to high school seniors in this state, at least one 48
74+of whose parents or legal guardians is incarcerated, for the 49

91-King, Jr. Center for Nonviolent Social Change, Inc., as a 54
92-royalty for the use of the image of Dr. Martin Luther King, Jr. 55
93- Section 2. This act shall take effect October 1, 2022. 56

103+the use of the image of Dr. Martin Luther King, Jr. 66
