A bill to be entitled 1 
An act relating to the Live the Dream license plate; 2 
amending s. 320.08058, F.S.; revising distribution of 3 
the annual use fees from the sale of the Live the 4 
Dream license plate; providing for the award of 5 
scholarships to certain students; providing for fiscal 6 
oversight; providing an effective date. 7 
 8 
Be It Enacted by the Legislature of the State of Florida: 9 
 10 
 Section 1.  Subsection (47) of section 320.080 58, Florida 11 
Statutes, is amended to read: 12 
 320.08058  Specialty license plates. — 13 
 (47)  LIVE THE DREAM LICENSE PLATES. — 14 
 (a)  The department shall develop a Live the Dream license 15 
plate as provided in this section. Live the Dream license plates 16 
must bear the colors and design approved by the department. The 17 
word "Florida" must appear at the top of the plate, and the 18 
words "Live the Dream" must appear at the bottom of the plate. 19 
 (b)  The proceeds of the annual use fee shall be 20 
distributed to the Dream Found ation, Inc., to be used in the 21 
following manner: 22 
 1.  Up to 10 5 percent may be used to administer, promote, 23 
and market the license plate and for costs directly associated 24 
with the administration of the foundation . 25

 2.  At least 40 60 percent shall be dist ributed equally 26 
among the sickle cell organizations that are Florida members of 27 
the Sickle Cell Disease Association of America, Inc., for 28 
programs that provide research, care, and treatment for sickle 29 
cell disease. 30 
 3.  At least 10 percent shall be used fo r programs and 31 
services provided directly by the Dream Foundation, Inc., which 32 
assist inmates released from the custody of a county jail in 33 
this state or Florida Department of Corrections facility in 34 
successfully reentering the community. 35 
 4.  At least 15 percent shall be distributed as grants for 36 
programs and services throughout this state which assist inmates 37 
released from the custody of a county jail in this state or 38 
Florida Department of Corrections facility in successfully 39 
reentering the community. 40 
 5.3. At least 20 30 percent shall be distributed as 41 
scholarships to graduating high school seniors in this state who 42 
have at least one parent or legal guardian who is incarcerated, 43 
for the purpose of attending a state university, a Florida 44 
College System institution, a career center operated by a school 45 
district under s. 1001.44, or a charter technical career center 46 
under s. 1002.34 to Chapman Partnership, Inc., for programs that 47 
provide relief from poverty, hunger, and homelessness . 48 
Scholarships shall be awarded through a competitive application 49 
process. Fiscal oversight of the scholarship program shall be 50

performed by a certified public accounting firm. 51 
 6.4. Up to 5 percent may be distributed by the department 52 
on behalf of the Dream Foundation, Inc., t o The Martin Luther 53 
King, Jr. Center for Nonviolent Social Change, Inc., as a 54 
royalty for the use of the image of Dr. Martin Luther King, Jr. 55 
 Section 2.  This act shall take effect October 1, 2022. 56
