16	16		examinations; amending ss. 466.006 and 466.007, F.S.; 3
17	17		requiring the use of a manikin rather than a live 4
18	18		patient during a licensure examination of a dentist or 5
19	19		dental hygienist in lieu of a live patient; amending 6
20	20		s. 466.0065, F.S.; conforming provisions to changes 7
21	21		made by the act; repealing s. 466.0075, F.S., relating 8
22	22		to required medical malpractice insurance for 9
23	23		applicants for examination; providing an effective 10
24	24		date. 11

26	26		Be It Enacted by the Legislature of the State of Florida: 13

28	28		Section 1. Paragraph (a) of subsection (5) of section 15
29	29		466.006, Florida Statutes, is amended to read: 16
30	30		466.006 Examination of dentists .— 17
31	31		(5)(a) The practical examination required under subsection 18
32	32		(4) is shall be the American Dental Licensing Examination 19
33	33		developed by the American Board of Dental Examiners, Inc., or 20
34	34		its successor entity, if any, provided the board finds that the 21
35	35		successor entity's clinical examination complies with the 22
36	36		provisions of this section, and must shall include, at a 23
37	37		minimum: 24
38	38		1. A comprehensive diagnostic skills examination covering 25

51	51		the full scope of dentistry and an examination on applied 26
52	52		clinical diagnosis and treatment planning in dentistry for 27
53	53		dental candidates.; 28
54	54		2. Two restorations on a manikin that has typodont teeth 29
55	55		with simulated caries as approved by the Commission on Dental 30
56	56		Competency Assessments live patient or patients . The board by 31
57	57		rule shall determine the class of such restorations .; 32
58	58		3. A demonstration of periodontal skills on a manikin that 33
59	59		has typodont teeth with simulated calculus as approved by the 34
60	60		Commission on Dental Competency Assessments. live patient; 35
61	61		4. A demonstration of prosthetics and restorative skills 36
62	62		in complete and partial dentures and crowns and bridges and the 37
63	63		utilization of practical methods of evaluation, specifically 38
64	64		including the evaluation by the candidate of completed 39
65	65		laboratory products such as, but not limited to, crow ns and 40
66	66		inlays filled to prepared model teeth .; 41
67	67		5. A demonstration of restorative skills on a manikin 42
68	68		mannequin which requires the candidate to complete procedures 43
69	69		performed in preparation for a cast restoration .; 44
70	70		6. A demonstration of endodontic skills .; and 45
71	71		7. A diagnostic skills examination demonstrating ability 46
72	72		to diagnose conditions within the human oral cavity and its 47
73	73		adjacent tissues and structures from photographs, slides, 48
74	74		radiographs, or models pursuant to rules of the board. If an 49
75	75		applicant fails to pass the diagnostic skills examination in 50

88	88		three attempts, the applicant is shall not be eligible for 51
89	89		reexamination unless she or he completes additional educational 52
90	90		requirements established by the board. 53

92	92		The department shall require a mandatory st andardization 55
93	93		exercise for all examiners prior to each practical or clinical 56
94	94		examination and shall retain for employment only those dentists 57
95	95		who have substantially adhered to the standard of grading 58
96	96		established at such exercise. 59
97	97		Section 2. Paragraphs ( c), (e), and (j) of subsection (2) 60
98	98		of section 466.0065, Florida Statutes, are amended to read: 61
99	99		466.0065 Regional licensure examinations. — 62
100	100		(2) Each school of dentistry in this state which is 63
101	101		accredited by the Commission on Accreditation of the American 64
102	102		Dental Association or its successor agency may, upon written 65
103	103		approval by the Board of Dentistry, offer regional licensure 66
104	104		examinations only to dental students in the final year of a 67
105	105		program at an approved dental school, if the board has approved 68
106	106		the hosting school's written plan to comply with all of the 69
107	107		following conditions: 70
108	108		(c) The student must possess medical malpractice insurance 71
109	109		in amounts not less than the amounts required to take the 72
110	110		Florida licensure examinations. 73
111	111		(e) Adequate arrangements, as defined by the regional 74
112	112		examination body and as otherwise required by law, must be made, 75

125	125		when necessary, for patients who require followup car e as a 76
126	126		result of procedures performed during the clinical portion of 77
127	127		the regional examination. The regional examination body must 78
128	128		inform patients in writing of their right to followup care in 79
129	129		advance of any procedures performed by a student. 80
130	130		(j) The student's academic record must not include any 81
131	131		evidence suggesting that the student poses an unreasonable risk 82
132	132		to any live patients who are required for the clinical portion 83
133	133		of the regional examination. In order to protect the health and 84
134	134		safety of the public, the dental school may request additional 85
135	135		information and documents pertaining to the candidate's mental 86
136	136		and physical health in order to fully assess the candidate's 87
137	137		fitness to engage in exercises involving a live patient. 88
138	138		Section 3. Paragraph (b) of su bsection (4) of section 89
139	139		466.007, Florida Statutes, is amended to read: 90
140	140		466.007 Examination of dental hygienists. — 91
141	141		(4) Effective July 1, 2012, to be licensed as a dental 92
142	142		hygienist in this state, an applicant must successfully complete 93
143	143		the following: 94
144	144		(b) A practical or clinical examination approved by the 95
145	145		board. The examination shall be the Dental Hygiene Examination 96
146	146		produced by the American Board of Dental Examiners, Inc., (ADEX) 97
147	147		or its successor entity, if any, if the board finds that the 98
148	148		successor entity's clinical examination meets or exceeds the 99
149	149		provisions of this section. The board shall approve the ADEX 100

162	162		Dental Hygiene Examination if the board has attained and 101
163	163		continues to maintain representation on the ADEX House of 102
164	164		Representatives, the ADEX Denta l Hygiene Examination Development 103
165	165		Committee, and such other ADEX Dental Hygiene committees as the 104
166	166		board deems appropriate through rulemaking to ensure that the 105
167	167		standards established in this section are maintained 106
168	168		organizationally. The ADEX Dental Hygiene E xamination or the 107
169	169		examination produced by its successor entity is a comprehensive 108
170	170		examination in which an applicant must demonstrate skills within 109
171	171		the dental hygiene scope of practice on a manikin that has 110
172	172		typodont teeth with simulated dentition and calcul us as approved 111
173	173		by the Commission on Dental Competency Assessments live patient 112
174	174		and any other components that the board deems necessary for the 113
175	175		applicant to successfully demonstrate competency for the purpose 114
176	176		of licensure. 115
177	177		Section 4. Section 466.0075, Florida Statutes, is 116
178	178		repealed. 117
