An act relating to motor vehicle repair shops; 2 
amending s. 559.903, F.S.; defining the term "tire 3 
services"; amending s. 559.905, F.S.; providing 4 
conditions under which certain motor vehicle repair 5 
shops are exempt from providing certain estimates and 6 
disclosures to customers; amending s. 559.909, F.S.; 7 
conforming a cross-reference; providing an effective 8 
date. 9

Be It Enacted by the Legislature of the Stat e of Florida: 11 
 12 
 Section 1.  Subsections (6), (7), and (8) of section 13 
559.903, Florida Statutes, are renumbered as subsections (7), 14 
(8), and (6), respectively, and subsection (9) is added to that 15 
section to read: 16 
 559.903  Definitions. —As used in this act: 17 
 (9)  "Tire services" means the retail sale of tires and 18 
wheels and the parts, accessories, and services related to the 19 
installation and repair of tires and wheels. 20 
 Section 2.  Subsections (4), (5), and (6) of section 21 
559.905, Florida Statutes, are re numbered as subsections (5), 22 
(6), and (7), respectively, and a new subsection (4) is added to 23 
that section to read: 24 
 559.905  Written motor vehicle repair estimate and 25

disclosure statement required. — 26 
 (4)  A motor vehicle repair shop that engages in tire 27 
services does not need to provide the information required by 28 
paragraphs (1)(h) and (i) and subsection (2) to a customer if 29 
the customer is provided with a detailed sales invoice setting 30 
forth the cost of all tire -related and wheel-related goods and 31 
services and the customer pays the invoice before work is begun. 32 
 Section 3.  Paragraph (c) of subsection (1) of section 33 
559.909, Florida Statutes, is amended to read: 34 
 559.909  Notification of charges in excess of repair 35 
estimate; unlawful charges; refusal to return vehicle 36 
prohibited; inspection of parts. — 37 
 (1)  In the event that: 38 
 (c)  An implied partial waiver exists for diagnostic work, 39 
as described in s. 559.905(6) s. 559.905(5), and such diagnostic 40 
work has been completed, 41 
 42 
the customer shall be promptly notified by telephone, telegraph, 43 
mail, or other means of the additional repair work and estimated 44 
cost thereof. A customer so notified shall, orally or in 45 
writing, authorize, modify, or cancel the order for repair. 46 
 Section 4.  This act shall take effect July 1, 2022. 47
