A bill to be entitled 1 
An act relating to recreational licenses and permits 2 
for military servicemembers and veterans; amending s. 3 
379.353, F.S.; providing free and discounted hunting, 4 
freshwater fishing, and saltwater fishing licenses and 5 
permits to certain military servicemembers and 6 
veterans; amending s. 379.3751, F.S.; conforming 7 
provisions to changes made by the act; providing an 8 
effective date. 9

Be It Enacted by the Legislature of the State of Florida: 11 
 12 
 Section 1.  Subsection (1) of section 379.353, Florida 13 
Statutes, is amended to read: 14 
 379.353  Recreational licenses and permits; exemptions from 15 
fees and requirements. — 16 
 (1)(a) Hunting, freshwater fishing, and saltwater fish ing 17 
licenses and permits shall be issued without fee to a any 18 
resident who is certified or determined : 19 
 1.(a) Certified or determined to be totally and 20 
permanently disabled for purposes of workers' compensation under 21 
chapter 440 as verified by an order of a judge of compensation 22 
claims or written confirmation by the carrier providing workers' 23 
compensation benefits, or to be totally and permanently disabled 24 
by the Railroad Retirement Board, by the United States 25

Department of Veterans Affairs or its predeces sor, or by any 26 
branch of the United States Armed Forces, or who holds a valid 27 
identification card issued under the provisions of s. 295.17, 28 
upon proof of such residency and certification or determination 29 
same. Any license issued under this paragraph after January 1, 30 
1997, expires after 5 years and must be reissued, upon request, 31 
every 5 years thereafter. 32 
 2.(b) Certified or determined to be disabled by the United 33 
States Social Security Administration, upon proof of such 34 
residency and certification or deter mination same. Any license 35 
issued under this paragraph after October 1, 1999, expires after 36 
2 years and must be reissued, upon proof of certification of 37 
disability, every 2 years thereafter. 38 
 39 
A disability license issued after July 1, 1997, and before July 40 
1, 2000, retains the rights vested thereunder until the license 41 
has expired. 42 
 3.  In active military service as defined in s. 115.08, 43 
upon proof of such residency and active military service. 44 
 4.  An honorably discharged veteran of the United States 45 
Armed Forces, the United States Coast Guard, military reserves, 46 
the Florida National Guard, or the United States Coast Guard 47 
Reserve, upon proof of such residency and honorable discharge. 48 
 (b)  Hunting, freshwater fishing, and saltwater fishing 49 
licenses and permits shall be issued at a 50 percent discount to 50

a nonresident of the state who is: 51 
 1.  In active military service as defined in s. 115.08, 52 
upon proof of such active military service. 53 
 2.  An honorably discharged veteran of the United States 54 
Armed Forces, the United States Coast Guard, military reserves, 55 
the Florida National Guard, or the United States Coast Guard 56 
Reserve, upon proof of such honorable discharge. 57 
 Section 2.  Paragraph (f) of subsection (1) of section 58 
379.3751, Florida Statutes, is amended to read: 59 
 379.3751  Taking and possession of alligators; trapping 60 
licenses; fees.— 61 
 (1) 62 
 (f)  An alligator trapping license or alligator trapping 63 
agent license shall be issued without fee to a any disabled 64 
resident who meets the requirements of s. 379.353(1)(a) s. 65 
379.353(1). 66 
 Section 3.  This act shall take effect July 1, 2022. 67
