2222 WHEREAS, for nearly two decades, the communist regime of 10
2323 the People's Republic of China has been en gaged in the vile 11
2424 practice of forcibly removing human organs for transplant, and 12
2525 WHEREAS, on June 17, 2019, the Independent Tribunal Into 13
2626 Forced Organ Harvesting from Prisoners of Conscience in China 14
2727 released its final judgment containing the finding that China's 15
2828 communist regime has for decades practiced systematic forced 16
2929 organ removal from prisoners of conscience, including Falun Gong 17
3030 practitioners, Tibetan Buddhists, House Church Christians, and 18
3131 the Uyghurs, and 19
3232 WHEREAS, China has welcomed an influx of transplant tourism 20
3333 whereby individuals who are critically in need of transplants 21
3434 pay thousands of dollars for one of the 60,000 to 90,000 22
3535 transplant surgeries conducted each year, with the number of 23
3636 transplants far exceeding the number of voluntary organ 24
3737 donations in the country, and 25 

5353 nefarious foreknowledge regarding the circumstances surrounding 30
5454 the donation of these organs, and 31
5555 WHEREAS, in July 1999, the Chinese Communist Party launched 32
5656 an intensive, nationwide persecution of Falun Gong, a spiritual 33
5757 practice centered on the values of truthfulness, compassion, and 34
5858 tolerance, and 35
5959 WHEREAS, in 2015, Freedom House, a nonprofit, 36
6060 nongovernmental organization, reported that Falun Gong 37
6161 practitioners are the primary victims of forced organ removal 38
6262 and face an elevated risk of dying or being killed while 39
6363 imprisoned, and 40
6464 WHEREAS, on July 20, 2020, former Secretary of State 41
6565 Michael R. Pompeo denounced 21 years of persecution of Falun 42
6666 Gong practitioners by China's communist regime, and 43
6767 WHEREAS, the United Nations Committe e Against Torture and 44
6868 the Special Rapporteur on Torture and Other Cruel, Inhuman or 45
6969 Degrading Treatment or Punishment have called on the Chinese 46
7070 government to account for the sources of organs used in its 47

9797 urged to condemn the People's Republic of China for its practice 63
9898 of forcibly removing human organs for transplant and to pass 64
9999 legislation and adopt measures that prohibit collaboration 65
100100 between United States medical and pharmaceutical companies and 66
101101 any Chinese counterparts linked with forced organ harvesting, 67
102102 that ban individuals who have participated in the unethical 68
103103 removal of human tissues and organs from entering the United 69
104104 States, and that provide for the prosecution of such 70
