15	15		States, urging the President and Congress to condemn 3
16	16		the People's Republic of China for its practice of 4
17	17		forcibly removing human organs for transplant and to 5
18	18		pass and adopt certain punitive legislation and 6
19	19		measures against China for such violation of human 7
20	20		rights. 8

22	22		WHEREAS, for nearly two decades, the communist regime of 10
23	23		the People's Republic of China has been en gaged in the vile 11
24	24		practice of forcibly removing human organs for transplant, and 12
25	25		WHEREAS, on June 17, 2019, the Independent Tribunal Into 13
26	26		Forced Organ Harvesting from Prisoners of Conscience in China 14
27	27		released its final judgment containing the finding that China's 15
28	28		communist regime has for decades practiced systematic forced 16
29	29		organ removal from prisoners of conscience, including Falun Gong 17
30	30		practitioners, Tibetan Buddhists, House Church Christians, and 18
31	31		the Uyghurs, and 19
32	32		WHEREAS, China has welcomed an influx of transplant tourism 20
33	33		whereby individuals who are critically in need of transplants 21
34	34		pay thousands of dollars for one of the 60,000 to 90,000 22
35	35		transplant surgeries conducted each year, with the number of 23
36	36		transplants far exceeding the number of voluntary organ 24
37	37		donations in the country, and 25 

49	49		WHEREAS, while a patient in the United States is typically 26
50	50		placed on a waiting list for the transplant of an organ, which 27
51	51		may not be available for months, Chinese hospitals are able to 28
52	52		schedule transplants of major organs wit hin 2 weeks, suggesting 29
53	53		nefarious foreknowledge regarding the circumstances surrounding 30
54	54		the donation of these organs, and 31
55	55		WHEREAS, in July 1999, the Chinese Communist Party launched 32
56	56		an intensive, nationwide persecution of Falun Gong, a spiritual 33
57	57		practice centered on the values of truthfulness, compassion, and 34
58	58		tolerance, and 35
59	59		WHEREAS, in 2015, Freedom House, a nonprofit, 36
60	60		nongovernmental organization, reported that Falun Gong 37
61	61		practitioners are the primary victims of forced organ removal 38
62	62		and face an elevated risk of dying or being killed while 39
63	63		imprisoned, and 40
64	64		WHEREAS, on July 20, 2020, former Secretary of State 41
65	65		Michael R. Pompeo denounced 21 years of persecution of Falun 42
66	66		Gong practitioners by China's communist regime, and 43
67	67		WHEREAS, the United Nations Committe e Against Torture and 44
68	68		the Special Rapporteur on Torture and Other Cruel, Inhuman or 45
69	69		Degrading Treatment or Punishment have called on the Chinese 46
70	70		government to account for the sources of organs used in its 47
71	71		transplant practices, and 48 

84	84		imposition of sanctions on Chinese medical authorities for 50
85	85		China's transplant practices, and 51
86	86		WHEREAS, the parliaments of Canada and the European Union, 52
87	87		as well as the United States House of Representatives Committee 53
88	88		on Foreign Affairs, have adopted resolutions condemning organ 54
89	89		harvesting from prisoners of conscience, and 55
90	90		WHEREAS, it is imperative to join the international outcry 56
91	91		against this major violation of human rights by the People's 57
92	92		Republic of China, NOW, THEREFORE, 58

94	94		Be It Resolved by the Legislature of the State of Florida: 60

96	96		That the President and Congress of the United States are 62
97	97		urged to condemn the People's Republic of China for its practice 63
98	98		of forcibly removing human organs for transplant and to pass 64
99	99		legislation and adopt measures that prohibit collaboration 65
100	100		between United States medical and pharmaceutical companies and 66
101	101		any Chinese counterparts linked with forced organ harvesting, 67
102	102		that ban individuals who have participated in the unethical 68
103	103		removal of human tissues and organs from entering the United 69
104	104		States, and that provide for the prosecution of such 70
105	105		individuals. 71
106	106		BE IT FURTHER RESOLVED that copies of this memorial be 72
107	107		dispatched to the President of the United States, to the 73 
