5151 215.559 Hurricane Loss Mitigation Program. —A Hurricane 26
5252 Loss Mitigation Program is established in the Division of 27
5353 Emergency Management. 28
5454 (1) The Legislature shall annually appropriate $10 million 29
5555 of the moneys authorized for appropriation under s. 30
5656 215.555(7)(c) from the Florida Hurricane Catastrophe Fund to the 31
5757 division for the purposes set forth in this section. Of the 32
5858 amount: 33
5959 (b) Three million dollars in funds shall be used to 34
6060 construct or retrofit existing facilities used as public 35
6161 hurricane shelters. Each year the division shall prioritize the 36
6262 use of these funds for projects included in the annual report of 37
6363 the Shelter Development Retrofit Report prepared in accordance 38
6464 with s. 252.385(3). The division must give funding priority to 39
6565 projects in regional planning council regions that have shelter 40
6666 deficits and to projects that maximize the use of state funds. 41
6767 (2)(a) Forty percent of the total appropriation in 42
6868 paragraph (1)(a) shall be used to inspect and improve tie -downs 43
6969 for mobile homes. 44
7070 (b)1. The Manufactured Housing and Mobile Home Mitigation 45
7171 and Enhancement Program is established. The program shall 46
7272 require the mitigation of damage to or the enhancement of homes 47
7373 for the areas of concern raised by the Department of Highway 48
7474 Safety and Motor Vehicles in the 2004 -2005 Hurricane Reports on 49
7575 the effects of the 2004 and 2005 hurricanes on manufactured and 50

8888 mobile homes in this state. The mitigation or enhancement must 51
8989 include, but need not be limited to, problems associated with 52
9090 weakened trusses, studs, and other structural components caused 53
9191 by wood rot or termite damage; site -built additions; or tie -down 54
9292 systems and may also ad dress any other issues deemed appropriate 55
9393 by the Gulf Coast State College Tallahassee Community College , 56
9494 the Federation of Manufactured Home Owners of Florida, Inc., the 57
9595 Florida Manufactured Housing Association, and the Department of 58
9696 Highway Safety and Mot or Vehicles. The program shall include an 59
9797 education and outreach component to ensure that owners of 60
9898 manufactured and mobile homes are aware of the benefits of 61
9999 participation. 62
100100 2. The program shall be a grant program that ensures that 63
101101 entire manufactured ho me communities and mobile home parks may 64
102102 be improved wherever practicable. The moneys appropriated for 65
103103 this program shall be distributed directly to the Gulf Coast 66
104104 State College Tallahassee Community College for the uses set 67
105105 forth under this subsection. 68
106106 3. Upon evidence of completion of the program, the 69
107107 Citizens Property Insurance Corporation shall grant, on a pro 70
108108 rata basis, actuarially reasonable discounts, credits, or other 71
109109 rate differentials or appropriate reductions in deductibles for 72
110110 the properties of owners of manufactured homes or mobile homes 73
111111 on which fixtures or construction techniques that have been 74
112112 demonstrated to reduce the amount of loss in a windstorm have 75

126126 be applied to subseque nt renewal premium amounts. Premiums of 77
127127 the Citizens Property Insurance Corporation must reflect the 78
128128 location of the home and the fact that the home has been 79
129129 installed in compliance with building codes adopted after 80
130130 Hurricane Andrew. Rates resulting from t he completion of the 81
131131 Manufactured Housing and Mobile Home Mitigation and Enhancement 82
132132 Program are not considered competitive rates for the purposes of 83
133133 s. 627.351(6)(d)1. and 2. 84
134134 4. On or before January 1 of each year, the Gulf Coast 85
135135 State College Tallahassee Community College shall provide a 86
136136 report of activities under this subsection to the Governor, the 87
137137 President of the Senate, and the Speaker of the House of 88
138138 Representatives. The report must set forth the number of homes 89
139139 that have taken advantage of the pr ogram, the types of 90
140140 enhancements and improvements made to the manufactured or mobile 91
141141 homes and attachments to such homes, and whether there has been 92
142142 an increase in availability of insurance products to owners of 93
143143 manufactured or mobile homes. 94

145145 The Gulf Coast State College Tallahassee Community College shall 96
146146 develop the programs set forth in this subsection in 97
147147 consultation with the Federation of Manufactured Home Owners of 98
148148 Florida, Inc., the Florida Manufactured Housing Association, and 99
149149 the Department of High way Safety and Motor Vehicles. The moneys 100

167167 Section 2. Effective July 1, 2022, all powers, duties, 106
168168 functions, records, property, pending issues, and unexpended 107
169169 balances of appropriations, allocations, and other funds in 108
170170 Tallahassee Community College related to the programs authorized 109
171171 under s. 215.559(2), Flori da Statutes, are transferred to the 110
172172 Gulf Coast State College. 111
173173 Section 3. This act shall take effect July 1, 2022. 112
