56	56	Be It Enacted by the Legislat ure of the State of Florida: 31

58	58	Section 1. Section 97.05832, Florida Statutes, is created 33
59	59	to read: 34
60	60	97.05832 Online voter registration in public high school 35
61	61	government classes.— 36
62	62	(1) Each public high school shall provide to each student 37
63	63	taking the United States Government course required under s. 38
64	64	1003.4282(3)(d) a voter registration presentation that consists 39
65	65	exclusively of a demonstration of the steps required to register 40
66	66	to vote online, including a visual demonstration of how to use 41
67	67	the online voter registration system Internet website created 42
68	68	pursuant to s. 97.0525(2), and an opportunity for each student 43
69	69	age 16 or older to register or preregister to vote, as 44
70	70	applicable, using such Internet website in accordance with s. 45
71	71	1003.4661. 46
72	72	(2) The Division of Elections shall prepare all materials 47
73	73	necessary for the presentation required by subsection (1), 48
74	74	including an instructional guide and a document entitled 49
75	75	"Frequently Asked Questions and Answers" for teacher use, and 50

88	88	shall make such materials readily avail able to each public high 51
89	89	school. The division shall provide translations of all materials 52
90	90	for use in ESOL, as defined in s. 1003.56(2)(c), and home 53
91	91	language, as defined in s. 1003.56(2)(b), instruction. 54
92	92	(3) The department may adopt rules as necessary to 55
93	93	implement this section. 56
94	94	Section 2. Section 1003.4661, Florida Statutes, is created 57

98	98	(1) Each public high school shall provide to each student 61
99	99	taking the United States Government course required under s. 62
100	100	1003.4282(3)(d) the voter registration presentation required 63
101	101	under s. 97.05832. The presentation must be presented in a 64
102	102	location that provides each student with a separate computer 65
103	103	with Internet access. A student m ay be directed to the 66
104	104	Department of State's accessibility Internet website if an 67
105	105	available file viewer is necessary for such student to use the 68
106	106	online voter registration system Internet website created 69
107	107	pursuant to s. 97.0525(2). 70
108	108	(2) Each public high scho ol shall provide to each student 71
109	109	taking the United States Government course required under s. 72
110	110	1003.4282(3)(d) notice through the school's online communication 73
111	111	system of the voter registration presentation 7 days before, 74
112	112	with reminder notices provided 1 and 2 days before, the 75

125	125	presentation occurs. Additionally, each public high school 76
126	126	principal, or his or her designee, shall provide reasonable 77
127	127	notice of the presentation to students and their parents through 78
128	128	e-mail and telephone messages. Each notice provided pursuant to 79
129	129	this subsection shall identify any information that may be 80
130	130	necessary to register or preregister to vote using the online 81
131	131	voter registration system Internet website, including, but not 82
132	132	limited to, the last four digits of the student's social 83
133	133	security number and the student's current and valid Florida 84
134	134	driver license number or identification number from a Florida 85
135	135	identification card issued under s. 322.051. 86
136	136	(3) A teacher may not require, pressure, or otherwise 87
137	137	incentivize a student to register or preregister to vote or to 88
138	138	designate a political party affiliation and shall allow each 89
139	139	student to register or preregister to vote using the online 90
140	140	voter registration system Internet website without interference. 91
141	141	Each student must be allowed to opt out of the voter 92
142	142	registration presentation. 93
143	143	(4) A teacher presenting the voter registration 94
144	144	presentation is required to use the materials provided by the 95
145	145	Division of Elections pursuant to s. 97.05832(2) and may not 96
146	146	supplement such materials or deviate from the language provided 97
147	147	by the division in such materials. 98
148	148	(5) All voter registration and preregistration conducted 99
149	149	pursuant to this section must occur online. A teacher presenting 100

163	163	or otherwise handle physical voter registration applications. 102
164	164	(6) The State Board of Education may adopt rules as 103
165	165	necessary to implement this section. 104
166	166	Section 3. This act shall take effect July 1, 2022. 105
