Section 97.05832, Florida Statutes, is created 33 to read: 34 97.05832 Online voter registration in public high school 35 government classes.— 36 (1) Each public high school shall provide to each student 37 taking the United States Government course required under s. 38 1003.4282(3)(d) a voter registration presentation that consists 39 exclusively of a demonstration of the steps required to register 40 to vote online, including a visual demonstration of how to use 41 the online voter registration system Internet website created 42 pursuant to s. 97.0525(2), and an opportunity for each student 43 age 16 or older to register or preregister to vote, as 44 applicable, using such Internet website in accordance with s. 45 1003.4661. 46 (2) The Division of Elections shall prepare all materials 47 necessary for the presentation required by subsection (1), 48 including an instructional guide and a document entitled 49 "Frequently Asked Questions and Answers" for teacher use, and 50 HB 903 2022 CODING: Words stricken are deletions; words underlined are additions. hb0903-00 Page 3 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S shall make such materials readily avail able to each public high 51 school. The division shall provide translations of all materials 52 for use in ESOL, as defined in s. 1003.56(2)(c), and home 53 language, as defined in s. 1003.56(2)(b), instruction. 54 (3) The department may adopt rules as necessary to 55 implement this section. 56 Section 2. Section 1003.4661, Florida Statutes, is created 57 to read: 58 1003.4661 Online voter registration in public high school 59 government classes.— 60 (1) Each public high school shall provide to each student 61 taking the United States Government course required under s. 62 1003.4282(3)(d) the voter registration presentation required 63 under s. 97.05832. The presentation must be presented in a 64 location that provides each student with a separate computer 65 with Internet access. A student m ay be directed to the 66 Department of State's accessibility Internet website if an 67 available file viewer is necessary for such student to use the 68 online voter registration system Internet website created 69 pursuant to s. 97.0525(2). 70 (2) Each public high scho ol shall provide to each student 71 taking the United States Government course required under s. 72 1003.4282(3)(d) notice through the school's online communication 73 system of the voter registration presentation 7 days before, 74 with reminder notices provided 1 and 2 days before, the 75 HB 903 2022 CODING: Words stricken are deletions; words underlined are additions. hb0903-00 Page 4 of 5 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S presentation occurs. Additionally, each public high school 76 principal, or his or her designee, shall provide reasonable 77 notice of the presentation to students and their parents through 78 e-mail and telephone messages. Each notice provided pursuant to 79 this subsection shall identify any information that may be 80 necessary to register or preregister to vote using the online 81 voter registration system Internet website, including, but not 82 limited to, the last four digits of the student's social 83 security number and the student's current and valid Florida 84 driver license number or identification number from a Florida 85 identification card issued under s. 322.051. 86 (3) A teacher may not require, pressure, or otherwise 87 incentivize a student to register or preregister to vote or to 88 designate a political party affiliation and shall allow each 89 student to register or preregister to vote using the online 90 voter registration system Internet website without interference. 91 Each student must be allowed to opt out of the voter 92 registration presentation. 93 (4) A teacher presenting the voter registration 94 presentation is required to use the materials provided by the 95 Division of Elections pursuant to s. 97.05832(2) and may not 96 supplement such materials or deviate from the language provided 97 by the division in such materials. 98 (5) All voter registration and preregistration conducted 99 pursuant to this section must occur online. This act shall take effect July 1, 2022. 105
