3333 Be It Enacted by the Legislature of the State of Florida: 20

3535 Section 1. Subsection (8) of section 1002.411, Florida 22
3636 Statutes, is renumbered as subsection (9), and a new subsection 23

5151 (8) PILOT PROGRAM.—Beginning in the 2022 -2023 school year, 26
5252 and for a period of 3 years, there is established the Miami -Dade 27
5353 Reading Scholarship Account Pilot Program to expand student 28
5454 eligibility for a reading scholarship account and allow an 29
5555 eligible nonprofit schol arship-funding organization to reimburse 30
5656 certain service providers directly. 31
5757 (a)1. Subject to appropriation in the General 32
5858 Appropriations Act, and on a first -come, first-served basis, and 33
5959 in a manner consistent with this section, each student in grades 34
6060 6 through 8 who is enrolled in a Florida pu blic school in the 35
6161 Miami-Dade County Public Schools and who scored below a Level 3 36
6262 on the grade 6 or grade 7 statewide, standardized English 37
6363 Language Arts (ELA) assessment in the prior school year is 38
6464 eligible to apply to an eligible nonprofit scholarship -funding 39
6565 organization for a reading scholarship account pursuant to this 40
6666 subsection. A student who is classified as an English Language 41
6767 Learner and is enrolled in a program or receiving services that 42
6868 are specifically designed to meet the instructional needs of 43
6969 English Language Learner students shall receive priority. 44
7070 2. A student receiving a reading scholarship account 45
7171 pursuant to this paragraph and his or her parent are subject to 46
7272 the requirements of this section. 47
7373 3. The amount of a student's reading sch olarship account 48
7474 under this paragraph shall be the same as the amount of the 49

8989 (b) For a student who is enrolled in a Florida public 52
9090 school in the Miami-Dade County Public Schools who receives a 53
9191 reading scholarship account under this section and uses his or 54
9292 her reading scholarship to receive part -time tutoring services 55
9393 or attend a summer education program or after -school education 56
9494 program, the eligible nonpro fit scholarship-funding organization 57
9595 must reimburse such service provider directly. 58
9696 (c) This subsection is repealed on July 1, 2025. 59
9797 Section 2. This act shall take effect July 1, 2022. 60
