30	30	directly; providing for the future repeal of the pilot 17

33	33	Be It Enacted by the Legislature of the State of Florida: 20

35	35	Section 1. Subsection (8) of section 1002.411, Florida 22
36	36	Statutes, is renumbered as subsection (9), and a new subsection 23
37	37	(8) is added to that section to read: 24

51	51	(8) PILOT PROGRAM.—Beginning in the 2022 -2023 school year, 26
52	52	and for a period of 3 years, there is established the Miami -Dade 27
53	53	Reading Scholarship Account Pilot Program to expand student 28
54	54	eligibility for a reading scholarship account and allow an 29
55	55	eligible nonprofit schol arship-funding organization to reimburse 30
56	56	certain service providers directly. 31
57	57	(a)1. Subject to appropriation in the General 32
58	58	Appropriations Act, and on a first -come, first-served basis, and 33
59	59	in a manner consistent with this section, each student in grades 34
60	60	6 through 8 who is enrolled in a Florida pu blic school in the 35
61	61	Miami-Dade County Public Schools and who scored below a Level 3 36
62	62	on the grade 6 or grade 7 statewide, standardized English 37
63	63	Language Arts (ELA) assessment in the prior school year is 38
64	64	eligible to apply to an eligible nonprofit scholarship -funding 39
65	65	organization for a reading scholarship account pursuant to this 40
66	66	subsection. A student who is classified as an English Language 41
67	67	Learner and is enrolled in a program or receiving services that 42
68	68	are specifically designed to meet the instructional needs of 43
69	69	English Language Learner students shall receive priority. 44
70	70	2. A student receiving a reading scholarship account 45
71	71	pursuant to this paragraph and his or her parent are subject to 46
72	72	the requirements of this section. 47
73	73	3. The amount of a student's reading sch olarship account 48
74	74	under this paragraph shall be the same as the amount of the 49
75	75	reading scholarship account for a student in grades 3 through 5 50

89	89	(b) For a student who is enrolled in a Florida public 52
90	90	school in the Miami-Dade County Public Schools who receives a 53
91	91	reading scholarship account under this section and uses his or 54
92	92	her reading scholarship to receive part -time tutoring services 55
93	93	or attend a summer education program or after -school education 56
94	94	program, the eligible nonpro fit scholarship-funding organization 57
95	95	must reimburse such service provider directly. 58
96	96	(c) This subsection is repealed on July 1, 2025. 59
97	97	Section 2. This act shall take effect July 1, 2022. 60
