An act relating to reading scholarship accounts; 2 
amending s. 1002.411, F.S.; establishing the Miami -3 
Dade Reading Scholarship Account Pilot Program to 4 
expand student eligibility for a reading scholarship 5 
account and allow an eligible nonprofit scholarship -6 
funding organization to reimburse certain service 7 
providers directly; providing expanded student 8 
eligibility criteria, subject to appropriation; 9 
providing that certain students receive priority for 10 
an account; providing that students receiving an 11 
account under the pilot program and their parents are 12 
subject to certain requirements; providing the amount 13 
of an account under the pilot program; requiring 14 
certain eligible nonprofit scholarship -funding 15 
organizations to reimburse certain service providers 16 
directly; providing for the future repeal of the pilot 17 
program; providing an effective date. 18

Be It Enacted by the Legislature of the State of Florida: 20 
 21 
 Section 1.  Subsection (8) of section 1002.411, Florida 22 
Statutes, is renumbered as subsection (9), and a new subsection 23 
(8) is added to that section to read: 24 
 1002.411  Reading scholarship accounts. — 25

 (8)  PILOT PROGRAM.—Beginning in the 2022 -2023 school year, 26 
and for a period of 3 years, there is established the Miami -Dade 27 
Reading Scholarship Account Pilot Program to expand student 28 
eligibility for a reading scholarship account and allow an 29 
eligible nonprofit schol arship-funding organization to reimburse 30 
certain service providers directly. 31 
 (a)1. Subject to appropriation in the General 32 
Appropriations Act, and on a first -come, first-served basis, and 33 
in a manner consistent with this section, each student in grades 34 
6 through 8 who is enrolled in a Florida pu blic school in the 35 
Miami-Dade County Public Schools and who scored below a Level 3 36 
on the grade 6 or grade 7 statewide, standardized English 37 
Language Arts (ELA) assessment in the prior school year is 38 
eligible to apply to an eligible nonprofit scholarship -funding 39 
organization for a reading scholarship account pursuant to this 40 
subsection. A student who is classified as an English Language 41 
Learner and is enrolled in a program or receiving services that 42 
are specifically designed to meet the instructional needs of 43 
English Language Learner students shall receive priority. 44 
 2. A student receiving a reading scholarship account 45 
pursuant to this paragraph and his or her parent are subject to 46 
the requirements of this section. 47 
 3. The amount of a student's reading sch olarship account 48 
under this paragraph shall be the same as the amount of the 49 
reading scholarship account for a student in grades 3 through 5 50

who is eligible under this section. 51 
 (b)  For a student who is enrolled in a Florida public 52 
school in the Miami-Dade County Public Schools who receives a 53 
reading scholarship account under this section and uses his or 54 
her reading scholarship to receive part -time tutoring services 55 
or attend a summer education program or after -school education 56 
program, the eligible nonpro fit scholarship-funding organization 57 
must reimburse such service provider directly. 58 
 (c)  This subsection is repealed on July 1, 2025. 59 
 Section 2.  This act shall take effect July 1, 2022. 60
