26 | 26 | | Section 1. Subsections (11) and (12) are added to section 13 |

27 | 27 | | 171.051, Florida Statutes, to read: 14 |

28 | 28 | | 171.051 Contraction procedures. —Any municipality may 15 |
---|
29 | 29 | | initiate the contraction of municipal boundaries in the 16 |
---|
30 | 30 | | following manner: 17 |

31 | 31 | | (11) Notwithstanding subsections (2) and (4), if more than 18 |
---|
32 | 32 | | 70 percent of the land in an area proposed for contraction is 19 |
---|
33 | 33 | | owned by individuals, corporations, or legal entities that are 20 |
---|
34 | 34 | | not registered electors of that area, the area may only be 21 |
---|
35 | | - | contracted if the owners of more than 50 percent of the total 22 |
---|
36 | | - | area of the land in the area consent to the contraction. Such 23 |
---|
37 | | - | consent shall be obtained by the parties proposing the 24 |

38 | | - | contraction before the referendum to be held on the contraction, 25 |
