2424 Be It Enacted by the Legislature of th e State of Florida: 11

2626 Section 1. Subsections (11) and (12) are added to section 13
2727 171.051, Florida Statutes, to read: 14
2828 171.051 Contraction procedures. —Any municipality may 15
2929 initiate the contraction of municipal boundaries in the 16
3030 following manner: 17
3131 (11) Notwithstanding subsections (2) and (4), if more than 18
3232 70 percent of the land in an area proposed for contraction is 19
3333 owned by individuals, corporations, or legal entities that are 20
3434 not registered electors of that area, the area may only be 21
35-contracted if the owners of more than 50 percent of the total 22
36-area of the land in the area consent to the contraction. Such 23
37-consent shall be obtained by the parties proposing the 24
38-contraction before the referendum to be held on the contraction, 25
35+contracted if the owners of more than 50 percent of the parcels 22
36+of land in the area consent to the contraction. Such consent 23

5959 governing body does not hold a referendum of the contracting 34

6161 owners that are required under subsection (11) shall be obtained 36
6262 by the parties proposing the contraction before the final 37
6363 adoption of the ordinance, and the ordinance shall become 38
6464 effective upon its adoption or as otherwise provided in the 39
6565 ordinance. 40
6666 Section 2. This act shall take effect July 1, 2022. 41
