An act relating to Alachua County; amending the 2
Alachua County Home Rule Charter to require the 3
election of county commissioners in single -member 4
districts; providing for a referendum; providing 5
effective dates. 6

Be It Enacted by the Legislature of the State of Florida: 8

Section 1. Section 2.2(A) of Article II of the Alachua 10
County Home Rule Charter is amended to read: 11
Sec. 2.2. - Legislative branch. 12
A. The county commission. The governing body of the county 13
shall be a board of county commissioners composed of five (5) 14
members serving staggered terms of four (4) years. There shall 15
be one (1) commissioner for each of the five (5) county 16
commission districts established pursuant to general law and 17
they shall be elected by the qualified electors of that district 18
on a countywide basis by the electors of the county . Each 19
candidate for the office of county commissioner shall reside 20
within the district from which such candidate seeks election at 21
the time of qualifying to run for that office, and during the 22
term of office each commissioner shall reside in the district 23
from which such commissioner ran for office, provided that any 24
commissioner who is removed from a district by redistricting may 25

continue to serve during the balance of the term of office. 26
Section 2. Referendum election. — 27
(1) The referendum election called for by this act shall 28
be held on November 8, 2022, the 2022 General Election . 29
(2) The ballot title for the referendum question shall be 30
in substantially the following form: 31
AMENDING THE COUNTY CHARTER TO PROVIDE FOR COUNTY 32
COMMISSIONER ELECTIONS IN SINGLE -MEMBER DISTRICTS 33
(3) The referendum question shall be placed on the ball ot 34
in substantially the following form: 35
Shall the five members of the board of county 36
commissioners of Alachua County, Florida, be elected 37
to office from single -member districts by electors 38
residing in each of those districts only? 39
(_____) YES. 40
(_____) NO. 41
(4) In the event this question is answered affirmatively 42
by a majority of the qualified electors voting in the 43
referendum, the charter amendment will take effect. The 44
referendum election shall be conducted by the Supervisor of 45
Elections of Alachua Co unty in accordance with the Florida 46
Election Code. 47
Section 3. This act shall take effect upon its approval by 48
a majority vote of the qualified electors of Alachua County 49
voting in a referendum conducted in accordance with the 50

provisions of law relating to elections currently in force , 51
except this section and section 2 shall take effect upon 52
becoming a law. 53
